From January 1st, the garbage truck for garbage housewives will pass less often in around forty municipalities in the Somme Sud-Ouest Community of Communes. A petition calls for a reduction in the fee as a result.
New habit in sight for around forty of the 119 municipalities of the Somme Sud-Ouest Community of Communes (CC2SO). From January 1, residents will take out their black trash once every two weeks, instead of once a week.
The decision is made by Trinoval, the joint interdepartmental union for the collection and treatment of household waste. It meets economic and ecological objectives. But the cost for the user will not go down.
Pilot municipalities
Before moving on to this stage, four municipalities (Courcelles-sous-Moyencourt, Fresnoy-au-Val, Namps-Maisnil and Quevauvillers) experimented with the new system and the effects of composting.
Regarding composting, Trinoval notes: “In 2024, less than 22 kg/inhabitant of bio-waste will end up in the black bin compared to 62 kg/inhabitant at the start of the operation.”
Regarding sorting, “a slight improvement should be noted, with 58 kg/inhabitant of waste still present in the black bin, compared to 74 kg/inhabitant at the start.”
Why the fee will not go down
The union recalls that the majority of waste is now recyclable “thanks to collective efforts and the sorting solutions put in place”. The waste in the black bin is therefore less numerous and the new organization “more suitable”.
But make no mistake. This system will not reduce the fee, to the regret of certain residents (see box). This fee will even increase slightly.
On the other hand, the bi-monthly collection will limit the increase in management costs, first and foremost the general tax on polluting activities (TGAP) which is increasing continuously, here as elsewhere.
“Our expenses increase by 5% per year, between insurance, diesel and TGAP. On the other hand, the evolution of the fee has never exceeded + 3%. CThis would not be the case if we continued the weekly collection” explains Trinoval, illustrating by example. “We had the black bin collection truck empty onto a platform and took a sample. We see that half of the trash could have been sorted. However, this waste goes to landfill, which increases the TGAP, while the sorted elements can be recycled and sold to eco-organizations.”
Municipalities affected by the reduced passage of garbage trucks
Collection days will remain the same, but every other week in the following municipalities which join the pilot municipalities: Bacouël-sur-Selle, Belleuse, Bergicourt, Bougainville, Brassy, Briquemesnil-Floxicourt, Bussy-lès-Poix, Contre, Conty, Courcelles-sous-Thoix, Croixrault, Essertaux, Famechon, Fleury, Fluy, Fossemanant, Frémontiers, Fricamps, Guizancourt, Le Bosquel, Molliens-Dreuil, Monsures, Moyencourt-lès-Poix, Nampty, Ô de Selle, Oissy, Oresmaux, Plachy-Buyon, Prouzel, Saint-Aubin-Montenoy, Sentelie, Thoix and Velennes.
The system will be gradually extended, over two years, to the entire CC2SO and the Nièvre Valley.
A PETITION LAUNCHED AGAINST THE NEW SYSTEM
The new system is not unanimous. A user opened a Facebook page and a petition “No to the reduction in service, no to the full price!” . 294 signatures were recorded last Sunday.
“Residents are not cash cows” can we read there. “A fee adjusted to the service provided” is claimed.“Waste management is a public service, paid for by our taxes. Reducing this service without adjusting the cost is an attack on tax justice” the petition states.
