The former commander of the Senegalese Presidential Guard, Ibrahima Dramé, recently filed a complaint against General Moussa Fall, former High Commander of the National Gendarmerie. The accusations are serious: harassment, kidnapping and torture. However, this affair is mixed with a sulfurous past which continues to haunt the two protagonists.
The accusations against General Fall
According to Ibrahima Dramé, his career was hampered by irregular disciplinary decisions orchestrated by General Fall. He accuses him of having exceeded military regulations and the provisions of the Code of Military Justice, leading to his dismissal and his incarceration. Dramé, convinced of being the victim of unjustified harassment, decided to take legal action.
However, General Fall is not the only one facing accusations. As revealed DakaractuIbrahima Dramé's past is also full of gray areas.
Investigations carried out by the National Gendarmerie inspection in 2022, revealed by our colleagues from Dakaractu, highlighted cases of fraud involving Ibrahima Dramé. Eight people were allegedly victims of his actions, for initial amounts estimated at 43.3 million CFA francs, which then increased to 63.3 million after the appearance of other complainants. These accusations concern two aspects: alleged visa fraud and land fraud.
The visa section
Several people, attracted by the promise of a visa for Canada, gave large sums to Ibrahima Dramé. Among the plaintiffs are Ibrahima Guèye, Moustapha Guèye, Yara Ndour and Alioune Badara Fall, who together paid more than 9 million CFA francs. The transactions sometimes took place in the premises of the Military House, reinforcing the illusion of credibility.
The land component
Three police officers and a contractor are among the alleged victims of land-related scams. The amounts stolen vary between 2.3 and 22.3 million CFA francs, with a total estimated at 43.3 million CFA francs. The gendarmerie inspection concluded that Dramé's position had been used fraudulently to orchestrate these acts.
Threats and presidential pardon
Released thanks to a presidential pardon in December 2023, Dramé quickly found himself at the heart of a new affair. In January 2024, he sent threatening messages to several senior officers, including General Moussa Fall. “If Senegal does not need me, Casamance can welcome me with open arms,” he wrote, before being arrested in Ziguinchor in February 2024.
Dramé also accused General Fall of torture, but no trace of mistreatment appears in the minutes. When questioned, Dramé said his threatening comments were the result of anger and a feeling of abandonment. He apologized during his hearing.
