An important change should be noted for beneficiaries of the Solidarity Allowance for the Elderly (Aspa) or the minimum old age allowance. Indeed, since January 1, 2024, the condition of residence in France to benefit from this aid has been strengthened.
Previously, beneficiaries had to reside in France for at least 6 months per year to receive Aspa or a minimum old age allowance. From now on, they will have to prove their presence on French territory for at least 9 months during the calendar year.
This change in regulations will have a particular impact on Moroccan retirees who spend several months per year in Morocco. They will now have to adapt their stay to maintain their right to the allowance.

The French administration has announced that checks will be carried out every year to verify compliance with this new condition. In the event of non-compliance, beneficiaries are exposed to the withdrawal of the allowance and possible reimbursement of sums unduly received.
A letter was sent to certain Moroccan retirees in France in December 2024 to inform them of this change and remind them of the importance of declaring to their pension fund any change in resources, family situation or address.
