The Head of Government, Aziz Akhannouch chaired, Wednesday November 27, 2024 in Rabat, a meeting of the Ministerial Commission responsible for steering the reform of the national education and preschool systemin which the Minister of Economy and Finance took part, Nadia Fettahthe Minister of National Education, Preschool and Sports, Mohamed Saad Berrada and the Minister Delegate responsible for the Budget, Fouzi Lekjaa.

This meeting was devoted to monitoring the implementation of the various projects of the road map for reform of the national education system 2022-2026which revolves around fundamental learning, the strengthening of development and citizenship and the effective realization of compulsory education. The roadmap thus aims to double the rate of primary school students mastering the fundamentals, to double the rate of students benefiting from extracurricular activities, as well as to reduce the school dropout rate by a third in order to create strong momentum. to compulsory education.

The Head of Government stressed that the governmentbased on his conviction as to the centrality of the construction site reform of the education system and in application of the High Royal Guidelines, has taken all the legislative, organizational, financial and institutional measures necessary to ensure the success of the road map. In this regard, he welcomed the pace of implementation of the road map, which is capable of raising the level ofpublic school and to strengthen its attractiveness, and praised the role of the teaching staff and their motivation throughout their professional curriculum in line with the provisions of the government program.

The head of government also called for continued mobilization for the implementation of all programs at the same pace, with a view to ensuring the success of the reform project of the national education system and making a qualitative leap. in terms ofeducation.

For his part, the Minister of National Education, Preschool and Sports, Mohamed Saad Berrada recalled the crucial importance that the government attaches to the realization of the school of equal opportunities, stressing that his department has ensured that emphasis was placed on quality in terms of recruitment, training and motivation of sector executives, with a view to ensuring their constant involvement in the success of public school reform.

During this meeting, it was noted that the overall budget dedicated to the Department of National Education, Preschool and Sports increased, thanks to the political will of the government, from 62 billion dirhams in 2021 to 91 billion dirhams in the 2025 finance bill, an increase of more than 45%.

The committee also took stock of the progress of the implementation of the program to expand and improve theeducational offer for the benefit of preschool, primary and middle school students, the rate of beneficiaries of public preschool education having reached 80% with the aim of achieving a rate of 90% by 2026.

The Commission also examined the progress of the draft generalization of “pioneer establishments” at the level of primary and secondary schools and on improving the quality of learning at the secondary education level. The government aims through this ambitious project to rehabilitate public schools, breathe new life into the management of public schools and provide teachers with quality training contributing to the success of this leading experience.

The results of the first year of the experimentation of “pioneer establishments” at the level of 626 public primary schools in urban, peri-urban and rural areas across the regions of the Kingdom, during the 2023-2024 school year, showed a significant impact on the level of student learning and a contribution to the overall transformation in the performance of these establishments. Following these results, the supervisory department was able to launch an experimentation phase of pioneer establishments at the middle and secondary level, in 323 establishments for the year 2024-2025, which will have to increase to 730 establishments during the school year 2025 – 2026.

It should be noted that for the 2024-2025 school year, the project of “pioneer establishment” was expanded to include 2,626 primary schools, for a population of 1.3 million beneficiary students, or a proportion of 30% of primary school students.
