From Tuesday December 10, 2024, the entire A13 motorway will have free flow between Normandy and Paris, announces the prefecture. This was already the case, since last June, on the portion of the A14.

With the transformation of the 210 kilometers of the Paris-Normandy axis (A14 – A13) into a free-flow toll, it is the first time in France that a motorway already in service has been transformed into a free-flow motorway.

All toll barriers located on the A13 motorway between and (Buchelay, Heudebouville, Incarville, Beuzeville and Dozulé), will pass through free flow during the night of December 9 to 10. 80% of journeys on the Paris-Normandy axis will thus be made in free flow from December 10 in the morning.

The entrances and exits of the A13 located between and Caen will be transformed into free-flow tolls during the night of December 10 to 11.

With this system, drivers no longer need to stop to pay the toll. Payment is made once the entire journey is completed, within 72 hours. Physical toll barriers are replaced by gantries equipped with sensors and cameras.

The technology makes it possible to photograph license plates and detect the presence of an electronic toll badge which must be correctly positioned on the windshield. Each vehicle is thus identified and the toll amount is calculated according to its category (cars, motorcycles, heavy goods vehicles) and the journey taken.

Work to implement free-flow tolls will require the nighttime closure of the A13 motorway near Heudebouville, in Eure. The interventions will take place on the nights of November 26 to 27 and November 28 to 29, 2024.

The first phase of the work will take place during the night of Tuesday 26 to Wednesday 27 November 2024, from 8 p.m. to 6 a.m., leading to the closure of the motorway in the Paris-Caen direction near Heudebouville.

The second phase will take place on the night of Thursday 28 to Friday 29 November 2024, at the same times, this time in the Caen-Paris direction.

Currently, three options are available to you:

  • With an electronic toll badge by taking a subscription. The amount of tolls is automatically deducted from the user's account
  • Pay onlinewithout connection. By entering your license plate on the Sanef website, you can pay your toll. It is the only operator to offer this service to date.
  • The tobacconists approved of the Nirio network of Française des Jeux also constitute physical payment points. Nearly 4,000 partner businesses offer this service: “We would like to offer this third payment solution, complementary to the electronic toll badge and our site sanef.com. It is particularly intended for people who want to continue to pay the toll in cash or who are not very comfortable with digital tools”indicates in the press release Arnaud Quémard, general director of Sanef.

If you pass a free-flow toll with a rented or loaned car and you do not have an electronic toll badge, Sanef recommends carrying out the online payment or at the terminals set up on the sides of motorways or at a tobacconist who offers this service.

You have precisely 72 hours to pay your toll, otherwise the amount is increased by 90 euros. Beyond two months, a fine of 375 euros awaits users.

During the launch period, tolerance will be required: if you forget to pay for the first time, a reminder letter replaces the compensation of 90 euros.

If you receive a fine for a payment which you have nevertheless paid, it is possible to file a dispute online or by mail to the Sanef offenses department.

The deployment of free-flow tolls on the 210 km of the Paris-Normandy axis on the A14 and A13 continues until mid-December. This is the first major historic highway transformation project in France.
