New mobilization of farmers this Wednesday, November 27, 2024 at Cahors. The FDSEA and the AND of Lot denounced the administrative constraints that weigh on the profession by taking action in front of the building of the DDT (Departmental Directorate of Territories) and theOFB (French Biodiversity Office)where Cavaignac.

The agricultural world is currently in turmoil. In turn, the Rural Coordination and the FDSEA/JA carry out actions to make themselves heard throughout the department.

This Wednesday, November 27, as the FDSEA and the JA had announced, a joint action was carried out in the prefecture town of the department. At the end of the morning, the farmers met at the Le Montat roundabout, where they lit a fire of anger. Then direction Cahors, with a stop at the Regourd roundabout before ending up on Quai Cavaignac, in front of the building of the DDT (Departmental Directorate of Territories) and the OFB (French Office for Biodiversity).

After a first action carried out on Monday November 18 in Cahors, Figeac and Gourdon, to denounce Mercosur more specifically, the mobilization of November 27 targeted the constraints which weigh on the profession of farmer, in particular the weight of administrative work and controls .

To symbolize the weight of administrative constraints, the mobilized farmers crushed paper with straw. The mixture was sprayed onto the building in which the DDT and OFB offices are located.

“DDT is the symbol of paperwork” explains Stéphane Pons, president of the FDSEA du Lotwho wants to clarify: “The people who work there are not targeted.” 2e target, the OFB. “OK controls, but in good intelligence. Farmers are not cheaters, by polluters. We have 34 simplification measures on the table, we need to move forward and certain things are moving forward, such as the announcement of single control. It is by maintaining the pressure over time that things will move. »

Stéphane Pons explains that work is currently being carried out with the lot prefecture on the simplification of administrative tasks and controls. The president wants to promote education on sanctions when the farmer is in good faith.

The FDSEA and the JA are planning an act 3 on the theme of prices and remuneration of farmers.

Update on the agricultural situation in the Lot: the prefecture communicates

As announced, a reduction on the non-built land tax (TFNB) for losses observed on large crops was pronounced at 30% for all arable land in the Lot. It will be implemented automatically, without any action from farmers and notices of relief will be sent around December 10 to taxpayers registered on the roll.
It is recalled that in the case of a farm lease, this relief must, ultimately, benefit the lessee (farmer or sharecropper) under Article 1 of Law No. 57-1260 of December 12, 1957.
These reductions come in addition to those already pronounced at the beginning of October for viticulture (with an average departmental rate of more than 80%) and for arboriculture (with a uniform rate of 80% throughout the department).
These measures taken in accordance with the regulations represent 2.5 million euros for the Lot department, which therefore supports the cash flow of agricultural operations.
Concerning farms which have observed direct losses following epizootics, operators can request an individual relief request from the DDFiP du Lot. A technical sheet describing the procedure is made available to the profession. For any information, operators can contact the DDFiP by email ([email protected]).
These reliefs are in addition to emergency aid of around 2.5 million euros which has been paid since the start of the year to winegrowers, organic farmers and breeders affected by MHE.
Regarding CAP payments, as of November 21, 2024, €52.6 million had been paid to 2,790 files, or 97% of files. The first balance payment is scheduled for December 4. Files blocked due to conditional controls are now being resolved.
Regarding controls, the implementation of the single control provided for by the Prime Minister's circular of November 4, 2024 has been widely anticipated in the Lot. Since the start of the year, the DDT has been coordinating the services in charge of controls to move towards a single control for an operation and adapt the posture of the controller via a departmental control charter. As announced, a meeting will take place in December with the services in charge of control, the Chamber of Agriculture, agricultural union organizations and the profession, to adopt the doctrine for implementing single control.
Finally, measures are being taken in the department, regarding BCAE 6 and 7, taking into account the exceptional rainfall in the Lot. The deadline for planting secondary crops under GAEC 7 is extended until December 1, 2024. With regard to the plant cover required by GAEC 6, their absence will not be subject to measures./.
