The public service delegation expires at the end of the month and a Greek buyer, D-Marina Hellas, should take over. But the municipality is asking the current management to extend its activity until July 10, because an appeal has been filed which complicates the situation. Explanations.

D-Marinas Hellas is a leading Greek company in its country on the marina market. It manages 27 marinas around the Mediterranean, i.e. 2,510 mooring places in total.

Latest project? The redevelopment of the Camille Rayon port, named after its creator, in the commune of Vallauris-Golfe-Juan. It was inaugurated in 1989, and it adjoins the old Port (managed by the CCI for the next 25 years) with the Quai Napoléon as a separation.

Official date of taking office?

It was planned for July 1st. Except that a pre-contractual summary is in progress. It was filed on June 17 before the administrative court. The Rodriguez Yachts company, which has a shipyard at the Camille Rayon port, is appealing to administrative justice to cancel the award procedure.

Consequently, the contract which was to be signed on June 19 was not signed due to this procedure, the hearing of which is scheduled for July 1.

The town hall has extended the activity of the outgoing dealer until July 10 inclusive. Boaters learned about it by mail two days ago.

Given the situation, which is improbable, the board of directors invited President Pierre Rayon to request an interview with the Mayor, specifically to denounce the inconsistent nature of his solutions. The latter did not follow up despite all the various letters sent to him.

Communiqué.

In the same letter, the port director specifies that operation will only be continued on the basis of a negotiated extension of the concession, in the interest of all shareholders, traders and users of the Port.

Our lawyers are responsible for monitoring this worrying episode, but we have agreed that in the absence of agreement with the granting authority, the City will assume the obligation of continuity of the Public Service.

Reached by telephone, LR mayor Kevin Luciano did not respond to calls from the France 3 Côte d’Azur team present at the port on June 28.

The Camille Rayon port is 17 hectares including an 11 hectare body of water for just over 800 boats.

Since its creation, it has been managed by the SNPVG, Société du Nouveau Port de Vallauris-Golfe-Juan. The public service delegation was expiring, out of 4 candidates, the municipality opted for the Greek company because “it came first on 13 of the 17 required points”, explains the mayor Kevin Luciano.

Duration of the concession? 25 years, until June 30, 2049. The project was presented to elected officials during the municipal council meeting on June 6.

It concerns a luxury marina, anchorage, a dry port, parking spaces that will no longer be on the surface, but in an underground car park, new shops on several floors. Space should be made for large pleasure craft, hence the concern for sailors who have small or medium-sized units.

“The Camille Rayon port will be one of the most expensive on the Côte d’Azur” fears the president of the Yacht Club.

What reduction for members? Only 5%, he explains. Are small boaters willing to pay for these services? He’s not sure.

The municipality is expected to receive an annual fee of around 8 million euros.

But there is one condition: that the administrative court does not cancel the concessionary award procedure. Response on July 1st.
