In urban areas and areas to be urbanized delimited by the PLU (Local Urban Plan), when a development or construction operation requires the creation of public facilities necessary to meet the needs of future inhabitants, an Urban Project agreement partnership (Pup), providing for the financial support of all or part of this equipment, can be concluded between the owners of the land, the developers, builders and the municipality, after approval of the funding distributions by the municipality concerned. Building permits cannot be submitted without prior validation of this tripartite agreement. specified the mayor, Thierry Simelière, during the municipal council of Saint-Quay-Portrieux (Côtes-d’Armor), Monday June 24, 2024.

Two projects are concerned: that of Tertre-Breton and that of the site of the former municipal technical center (CTM). Two locations within the urban fabric, which makes it possible to avoid land pressure and the consumption of agricultural and natural spaces. An approach responding to a request to welcome a new population.

The public facilities required for the completion of the two projects concern the rehabilitation and reinforcement of existing sanitation and drinking water networks.

Two separate projects

The operation justifying the Pup agreement consists of the construction, by the company Bouygues Immobilier, of 35 housing units (including seven social rental housing units) distributed in seven intermediate housing buildings. This project is located on a plot of land of 4,895 m², 9, chemin du Tertre-Breton.

The total cost for the entire project is estimated at €557,531 excluding tax, including €165,141 excluding tax for public equipment (€127,387 excluding tax for waste water and €37,754 excluding tax for drinking water). The Bouygues Immobilier company will participate in financing this equipment, to the tune of €48,827 excluding tax for sanitation and €16,612 excluding tax for drinking water.

The operation justifying the Pup agreement consists of the construction, by the company Kaufman & Broad Bretagne, of approximately one hundred housing units (80 intermediate collective housing units and 20 grouped houses), on the site of the former CTM, for a surface area of approximately one hectare.

The total cost for the entire project is estimated at €226,090.00 excluding tax, including €205,020 excluding tax for public equipment (€117,700 excluding tax for waste water and €87,319 excluding tax for drinking water). The company Kaufman & Broad Bretagne will participate in financing this equipment, to the tune of €45,114 excluding tax for sanitation and €25,322 excluding tax for drinking water.
