In order to allow certain prisoners almost at the end of their custodial sentences to celebrate with their families, President Bassirou Diomaye Faye granted a presidential pardon to more than 300 prisoners. It is through Decree No. 2024-1184 signed on June 14, 2024, by the President of the Republic, in accordance with articles 43 and 47 of the Constitution of Senegal that the presidential pardon was granted to detainees in Senegal. But in its form, the measure aroused strong criticism because of the publication of the identities of the beneficiaries.

According to Litigant Forum of President Babacar Ba, the disclosure of the personal data of the detainees concerned “seriously undermines human dignity”. Thus, he denounces this act carried out by the new Senegalese authorities. However, this approach by President Bassirou Diomaye Faye was seen as a sign of reconciliation. The measure was welcomed by other voices.

  • Reubeuss remand center: 10 inmates
  • Freedom Camp 6: 56 detainees
  • Liberté 6 women’s remand center: 2 inmates
  • Rufisque remand center: 5 inmates
  • Cap Manuel remand center: 43 inmates
  • Hann remand center: 20 inmates
  • Special Pavilion remand center: 5 inmates
  • Sébikotane Correctional Facility: 85 inmates
  • Thiès remand center: 47 detainees
  • Mbour remand center: 75 detainees
  • Tivaouane remand center: 30 inmates

In total, 376 detainees regained their freedom.
