The director general of the ARS met the elected officials of Nièvre this Tuesday, November 5, in Nevers. The opportunity to discuss the expectations and needs of the population, but also the projects to improve access to care in the department. A territorial pact is proposed to the president of the departmental council and elected officials, with an action plan and shared governance.
“An important commitment for the people of Nivernaise”
This Tuesday, November 5, in Nevers, the director general of the ARS, Jean-Jacques COIPLET, reaffirmed the full mobilization of the Regional Health Agency of Burgundy-Franche-Comté alongside the president of the departmental council and elected officials of the department, local authorities and all partners, invited to discuss the issues of access to care and improvement of health.
Parliamentarians, representatives of the Region, of the Department, mayors, presidents of communities of municipalities… Around twenty elected officials took part in this meeting, which was held in the premises of the prefecture.
The initiatives and action of health professionals, local authorities and elected officials, alongside State services and Health Insurance to provide daily responses in favor of residents are numerous, often innovative. They must be welcomed and supported.
Support for initiatives already in place
In a context of sensitive demographics of health professionals, this discussion time made it possible to discuss “concrete responses” testifying to “strong collective action”, and which is bearing fruit.
The ARS recalled in particular the various measures implemented:
– the entire department benefits from zoning allowing installation aid for doctors, nurses, masseurs-physiotherapists, speech therapists, midwives and dental surgeons;
– the Health Insurance action plan to provide solutions to patients suffering from ALD* without a treating doctor has made it possible to reduce the number of these patients (- 3 points between 2023 and 2024),
– the deployment of teleexpertise, particularly for dermatology,
– the establishment of the SAS (access to care service),
– the modernization of six local hospitals and MSPs (multi-professional health centers),
– the upcoming arrival of junior doctors in private practice,
– the future development of ephemeral offices, according to the methods deployed in Fourchambault,
– all measures that make it possible to regain medical time (e.g.: medical assistants), mission delegations (e.g.: advanced practice nurses and other new professions, etc.), mobile and paramedical teams,
– scholarships for paramedics, support for interns and supervisors, etc.
With 15 health centers, two territorial professional health communities which cover 70% of the territory, health centers and in particular the center supported by the departmental council, as well as by municipalities, the coordinated exercise, acclaimed by the younger generations wishing to work in a team, is also a reality and a lever of attractiveness in Nièvre. It is appropriate to pay tribute to the health and medico-social professionals who provide care and support on a daily basis.
The solutions are, thus, the ephemeral office opened in Fourchambault, but also, the medico-bus project combining care and prevention, 100% coverage of the territory by local health contracts, the implementation, initiated by the departmental council, in conjunction with the ARS, and the association of “solidarity doctors”…
The general director also announced that the department was one of the 5 sites in the region which would welcome sixth-year odontology students.
Improve the operation of emergency services
On the hospital side, the Director General of the ARS stressed that the management of the regional hospital group was preparing an action plan, in the short, medium and long term, to improve the organization and operation of emergency services. in Nièvre.
To promote and share the numerous initiatives driven by communities, health professionals and the ARS, a territorial pact in favor of health was proposed to the president of the departmental council and the elected officials of the department.
This pact, supported by the Minister of Health and Access to Care, will be based on an action plan, associated resources based on agreed priorities, and shared governance.
Resolutely committed to the field of attractiveness and loyalty in social, medico-social and health professions, it will thus make it possible to consolidate existing actions and provide new responses for access to care, “aging well”, environmental health and mental health.
