The house located at 2, rue Aval, near the Tourny church, in Vexin-sur-Epte (Eure) had become a danger public.
In February, the municipality began an expropriation procedure in order to take things in hand and promote this space left abandoned by the owner.
In fact, the building was in ruins and some elements had fallen on public roads in 2021.
“We encountered a lot of difficulty locating the owner and therefore moving the case forward. Finally, we obtained an amicable transfer. »
Sold for a symbolic euro
Now in possession of this ruined building, the municipality can begin the transfer procedure… “We are going to sell this house for a symbolic euro to Siloge (social landlord) with the aim of creating new housing et businesses »explains the mayor.
This project will take shape at the location of the house, 2, rue Aval but also on the riverside plots, rue du West, which are owned by the municipality. This represents a total area of 1,440 m² on which housing and businesses will be located.
Around ten accommodations
In detail, on the plot where the house is currently located, there will be a business of 55 m² and a T4 of 85 m² on the first floor. At the rear there will be a T2 of 50 m² on the ground floor and T3 of 70 m² upstairs.
On the other plots (registered land registers 576 and 577), outside the area of buildings located rue du West, between eight and ten dwellings 50 to 70 m² will be built.
“We are planning the construction of small housing adapted for single, rather elderly people. They will be ideally located 30 meters from the shops. »
This operation will therefore be carried out by Siloge for a symbolic euro. An approach which made the opposition elected official, Arnaud Adonon, jump.
“You sell this municipal property for a symbolic 1 euro while we have a debt which amounts to 6 million euros! »
For Thomas Durand, Siloge is a partner with whom it is easier to work but which has its “financial constraints”. “We had to find a balance and the built plot is very complex in terms of demolition which weighs on the project budget. The Siloge will build something nice and useful to the population. »
A constant demand
Useful because as Annick Delouze, first deputy, indicated, the demand for housing is continuous. “We currently have 35 requests,” she assures us.
An argument to which the opposition elected official did not subscribe: “We too have our financial constraints with regard to the debt that falls on us. This is not the first time that property has been transferred like this. »
Thomas Durand replied:
“I challenge you to find social landlords who respond to local demand and who buy land at prices that would not be attractive to carry out projects of this scale. »
