They have flourished almost everywhere in recent years and the municipality of Houilles (Yvelines) is following suit. The first participatory budget of the municipality is launched.
The envelope is €100,000, one nice amount considering the size of the city (around 32,000 inhabitants). For comparison, Saint-Germain-en-Laye (45,000 inhabitants) devotes €150,000, Poissy (40,000 inhabitants) Sartrouville (52,000 inhabitants) also €100,000.
“It was a campaign promise, which is in line with our participatory policy and also with our objective of bringing citizens closer to institutions. We often talk about distrust between citizens and institutions, this is one of the ways to try to remedy it. »
Until December 31, 2024 to make proposals
Ovillois, aged 16 and over, have until December 31, 2024 to share their various projects. They can be carried by an individual or a collective, and must be centered on four themes chosen by the City: sport, environment and green spaces, culture, living together.
“Houilles is a family town and it must remain so. To do this, we have identified themes that allow us to develop our city: a dynamic city, where life is good. »
Very well-defined specifications
Please note, the cost of a single project cannot not exceed €40,000 and must necessarily concern the territory of Houilles.
The municipality also wants the projects to “respond to thegeneral interestthat they are intended for the greatest number of people, that they are in line with the values held by the municipality (equal treatment, secularism, respect for the environment, etc.) and are exempt from any discriminatory, defamatory or contrary nature. public order”.
Projects put to the vote from February 2025
From 1is January 2025, a first skimming will be carried out. A monitoring committee, made up of municipal agents and a few elected officials, will validate the admissibility of the ideas after a technical, legal and financial analysis, to measure feasibilitybecause certain skills are not the responsibility of the City.
From February 10 to March 31, 2025, feasible projects will be submitted to votes of only Ovillois aged at least 16 years. The referendum will be carried out online via the Citizen Observatory, from ballot boxes at the reception of the town hall and during office hours in town.
Once the voting phase is over, the selection of winners will be made by descending order of popularity until the envelope of €100,000 is exhausted. The leaders of the selected projects will be contacted by the City services to explain the terms of collaboration and implementation.
First achievements from May 2025
The projects will then be launched from May 2025, announces the town hall. A monitoring team, including the project leader, will be set up for each winning project. A completion schedule will then be fixed.
