This is a problem that is found in many towns and villages. While devices are made available to residents to accommodate household waste, but also waste related to building, DIY, gardening, some don’t bother and put their waste where it suits them. This is why the town of Condé-en-Normandie () decided to move up a gear by hitting where it hurts, the wallet. In addition to the deposits of litter, the city will also tackle thewild display.

A dual objective

“There is an increase in the abandonment of garbage and waste of all kinds, particularly around voluntary collection bins,” deplores Valérie Desquesneduring the last municipal council, Monday October 7, 2024.

This is what led us to make this decision. We want to toughen up our tone.

The decision in question is the establishment of intervention rates “which will now be billed to offenders when the intervention of municipal services is necessary”.

This pricing therefore has a dual objective: to compensate and to dissuade.

Up to €500 for rubble

Thus, the perpetrators risk a fine of €100 for each “closed bag of common waste”. The painful which can go up to €500 for each cubic meter of rubble or asbestos deposited outside authorized locations.

During the council, the opposition took advantage of the vote on the application of a price scale for cleaning interventions in Condé to return to the mishap encountered by AEVN volunteers during World Cleanup Day, September 20.
As a reminder, while the volunteers had just collected 361 kg of waste in Pont-Erembourg, some wanted to deposit tires and rubble at the Condé recycling center which prohibited them, forcing the association to go to that of Caligny.
“The day we have equipment that meets standards, we will have less litter,” said Sylvain Delange, who continued: “We are paying more and more for a service even though we cannot put everything in it. When will there be a new recycling center?
“It’s not on the calendar,” replied the mayor, Valérie Desquesne, who referred to the operating rules of Sirtom, owner of the recycling center, and whose union committee includes delegates representing Condé-en-Normandie.
“When we find waste in nature, who tells you that it is because the person responsible was not able to deposit it in a recycling center,” added Patrick Fenouil, municipal councilor in charge of digital technology.

As a reminder, perpetrators of illegal dumping risk a fine of €68 under the Penal Code.

What about displays?

“We are aware that it is difficult to catch people at the time. It is different for the displays. »

For the latter, and if the person who posted the display is not known, the town hall plans to submit execution costs the removal of displays “to the person for whom the advertisement was made”.

The council specifies, however: “Invoicing will not prevent criminal prosecution. »
