The construction of nationally significant solar, wind and hydroelectric power plants must be accelerated. After the National, the competent committee of the Council of States approved, by 9 votes to 2, a Federal Council project to this effect.
The project provides that cantons can use a concentrated approval procedure for solar and wind installations. They will have 180 days to make their decision once the project has been submitted.
The cantonal and municipal authorizations necessary for construction must be issued at once in order to avoid a project being subdivided into a succession of stages. The courts will have to decide within 180 days in the event of an appeal.
The energy committee of the Council of States approves this procedure, but not without the local municipalities having their say, the Parliament services indicated on Friday. In addition, it proposes to exclude any right of appeal against the hydroelectric projects accepted in June by popular vote.
