The national body is notably responsible for collecting contributions from salaries and businesses necessary to finance the French social model.
Guarantee social rights
The organization has decided, as part of this essential mission, to emphasize the reliability of social data. URSSAF collects each year 570 billion euros contributions, from almost 12 million employees, which feed the “French system” by paying benefits to retirement insurance, to the CAF, to France Travail: “This system makes it possible to guarantee that each employee can benefit from their social rights », recalls Damien Lentile.

However, every year, the URSSAF discovers anomalies in company declarations, errors, not to be confused with fraud (such as hidden work) which are sanctioned in the form of penalties (€44 million in penalties in 2023 in Hérault): “Each month, social data are transmitted by employers via the Nominative Social Declaration (DSN)”, continues the national director: “However, there are errors which have an impact in the calculation for example of retirement rights or for the allocation of a social benefit, such as RSA… Since 2022, we have analyzed this data more precisely thanks to automatic checks on each nominative social declaration. The aim is to identify errors in real time, just four hours after filing the declaration.”
Towards “solidarity at the source”
A process which will accelerate with what the URSSAF calls “the development of solidarity at the source »: all benefits allocated to citizens will ultimately be calculated automatically on the basis of individual social data transmitted by employers, via the nominative social declaration. Hence the crucial issue for the organization of tracking down errors.
“The URSSAF is evolving in its operation and its philosophy,” underlines François Hiebel: “We are no longer the organization responsible for controlling and rectifying. Today we are more of a company guide in its steps in order to detect anomalies upstream to thus avoid the famous adjustments”.
In the former Languedoc-Roussillon, the URSSAF sent in 2023 some 20 M€ of recovery to companies, mainly to correct anomalies in nominative declarations. “We believe that since the implementation of automatic checks on each declaration has already made it possible to reduce by 50% anomalies that could have had an impact on employees,” assures Damien Lentile.
2,000 employers notified
To put oil in the wheels, the URSSAF regularly campaigned. This summer, more than 2,000 letters have reached the main employers in Languedoc-Roussillon to suggest that they analyze the quality of their nominative declarations on a case-by-case basis. “We are carrying out this work with our partners, such as Carsat, but also with the accounting firms who mainly deal with declarations, and it’s going very well”, confirms François Hiebel who admits to carrying out the same work with the local communities.
To summarize:
An increasing number of benefits will be calculated and allocated automatically on the basis of individual social data transmitted by employers about their employees, via the nominative social declaration (DSN).
Urssaf, the first collector of this data, has therefore placed emphasis on their verification. The organization now positions itself as a support for employers and third-party declarants (notably accountants) to help them rectify anomalies and quickly collect the right amount of contributions.
For employers and accountants, it is also a reassuring approach. Since 2022, the implementation of the “DSN Monitoring” service on the www.urssaf.fr website allows them to have a global vision of the anomalies detected in their declarations. The service specifies the origin and details of the anomaly so that it can be easily corrected.
Solidarity “at the source”, how does it work?
On October 5, an experiment in solidarity at the source will begin in five departments, including Hérault, for the allocation of the RSA (40,000 beneficiaries) and the activity bonus (98,000 beneficiaries). Concretely, the reference amount on resources, declared each month by the employer in the nominative social declaration, will be progressively pre-filled in the quarterly resources forms completed by beneficiaries. Urssaf Languedoc-Roussillon will support the CAF of Hérault: when a recipient modifies their income, this modification will be transmitted to Urssaf for analysis. If it is linked to an error in the employer’s declaration, Urssaf will contact the user to carry out an analysis and correction. The system will allow CAF to make calculations based on the “net social amount” provided by URSSAF. The experiment will last six months with a view to generalization across the country from March 2025.
