The City of Quebec has sent a formal notice to the head of the blue-collar union, Luc Boissonneault, in which it demands that he retract, by May 10, the content of a video in which he allegedly incited union members to “slow down their work”.

Friday afternoon, François Moisan, spokesperson for the Municipality, maintained that “in a video, the president of the union of manual employees encourages employees to slow down their work. Slowing down is an illegal means of pressure.”

The latter, however, added “we assume good faith and that everything will be back to normal by May 10.”

For his part, Mr. Boissonneault confirmed to Newspaper having received the formal notice in question, but he did not want to make any comments.

According to our information, the disputed video was recently published in an internal discussion group for manual employees in Quebec.

Strike mandate

On March 20, 99% of blue-collar workers granted a mandate to their union executive to enable it to trigger pressure tactics, up to and including a strike, at the appropriate time.

Most of Quebec City’s municipal employees, including blue-collar workers, have been without a collective agreement since December 31. Negotiations with the Marchand administration for the renewal of employment contracts continue.
