The Mediator underlines in his annual report, posted online on December 27, that several complaints were sent to him by people whose project was not accepted by the responsible authorities.

The nature of the complaints differs from one case to another, a sign of the diversity of reasons for refusal by the responsible authorities.

The report also notes the numerous protests and the increase in the number of complaints on this subject. This reflects the feeling of frustration with these refusal decisions described as “surprising” and “not based on convincing justifications”.

The Mediator called on the government to find solutions and take measures in favor of these entrepreneurs whose projects could be accepted at second reading.

The report recalls that the Ministry responsible for implementing the “Forsa” program declared on November 13, 2023 that it aims to finance 10,000 project leaders, with the possibility of financing 1,200 additional beneficiaries before the end of the program.

In response to this, the Head of Government transferred the proposal to the Ministry of Tourism, Crafts and the Social and Solidarity Economy. In addition, a memorandum between the Moroccan Society of Tourist Engineering (SMIT) and two banking institutions was signed to allow the support of 1,700 projects on the waiting list of the Forsa project. Other memorandums with other banks are currently being negotiated.

The Head of Government also asked the Minister of the Interior to instruct walis and governors to redirect project leaders towards other available sources of financing.
