Last year saw the continued development of the healthcare network with a total of 1,645 hospitals across the country, including 384 non-public. The telemedicine system and satellite hospital network have been expanded, benefiting millions of patients. More than 170 million outpatient consultations and 17 million hospitalizations were carried out.
The health system has implemented many advanced medical techniques, particularly in the areas of organ transplantation and fetal heart intervention. Thanks to the promotion of blood and tissue donation, the number of donors has increased considerably compared to 2023, with impressive results particularly for organ donations from brain dead people.
In 2024, the Department of Medical Care Management issued a list of medical techniques and policies related to health service tariffs, ensuring financial resources for reinvestment and acquisition of medical equipment. Hospital assessment and authorization procedures have also been accelerated, reducing waiting times and increasing operational efficiency.
The digital transformation of the health sector, driven by innovative solutions such as cashless payments, electronic medical records, the interconnection of analysis results and the VNeID electronic health record, has profoundly changed practices and improved the patient experience.
Administrative reforms have been strengthened, notably in the issuance of professional licenses or certificates via online public services, reducing the time and effort required for health professionals.
Outlook for 2025
In 2025, the healthcare industry will continue to implement the vision of “putting the patient at the center”, intensifying digital transformation, improving service quality and increasing patient satisfaction. Higher quality criteria will be established for publishing hospital ratings, increasing transparency and choice for citizens.

It will focus on implementing rigorous quality standards in hospitals, while reducing hospital overload through coordinated measures and strengthening rehabilitation capacities and the number of beds, particularly in the private sector. At the same time, the interconnection of analysis results will ensure smoother and more efficient patient care, avoiding repeat examinations.
Digital transformation will remain a key priority, with initiatives such as expanding the use of electronic health records, finalizing electronic medical records and rolling out cashless payments nationwide. The management of medical information and data will be systematized and optimized to increase the efficiency of operations.
