What will happen if the vote on the finance bill does not take place by October 1?

The clock is ticking. On October 1, the draft finance law (PLF) is expected at the National Assembly. At the same time, at Matignon, it is still Gabriel Attal, the resigning Prime Minister, who is occupying the premises. Without a new Prime Minister and without a majority in the National Assembly, parliamentary work is expected to be complicated. The current political crisis is even pushing the government to study the possibility of not respecting the current timetable, claims Le Monde.

This text defines all the State’s revenues and expenditures for the coming year. It must be voted on by the two chambers that make up Parliament “no later than the first Tuesday of October of the preceding year” the Constitution provides, that is, this year, October 1. Then the PLF must be published on December 31, 2024 at the latest in the Official Journal and promulgated by the President of the Republic. And the least that can be said is that the draft finance law is still far from finished.

The ceiling letters that define the limit of the credits allocated for each ministry were sent on August 20, almost a month behind the usual procedure. These documents are essential to allow each ministry to establish their budgets. Furthermore, parliamentarians are still waiting for the sending of “a report indicating the credit ceilings envisaged for the coming year for each mission of the general budget”, indicates the National Assembly.
