The ministry must be a pioneer in innovation; pioneer in the construction and improvement of the institutions of the socialist-oriented market economy and in the organization of its implementation; pioneer in mobilizing and attracting all resources for development, in attracting foreign investment, in developing new economic models and new industries; pioneer in innovation, digital transformation, green transition, innovative economy, digital economy, night economy associated with economic restructuring; and pioneer in building a robust national statistical system and implementing evidence-based policies.

Prime Minister Pham Minh Chinh estimated that for nearly eight decades, the planning, investment and statistics sector had continued to provide informed support to the Party and the State in their decision-making, affirming its pioneering role in socio-economic development and nation-building.

He said that in 2025, 3,000 km of highways must be completed, in addition to the construction of the Lao Cai – Hanoi – Hai Phong standard gauge railway line; investments in the North-South high-speed railway line, metros in Hanoi and Ho Chi Minh City, main seaports and airports… Therefore, the Prime Minister asked the ministry to intensify its advisory role to of the Party and the State to promote the mobilization of public investments and accelerate the implementation of strategic infrastructure projects, particularly digital and transport.

The leader also ordered the sector to lead the restructuring of the economy, renew the growth model and propose new economic models; to promote the application of science and technology, innovation; to improve the quality of statistics and continue the work of building and rectifying the Party.

The ministry contributed significantly to strengthening institutions, policies and the legislative framework in 2024. The ministry provided advice on the implementation of the 2024 Socio-Economic Development Plan; accelerated the improvement of the business environment; strengthened national competitiveness; supported the development of businesses, startups and innovation. Under his leadership, many ambitious projects have seen the light of day, such as the creation of Innovation Centers, international financial platforms and free trade zones.

The ministry has actively contributed to attracting foreign direct investment (FDI). As of the end of November, FDI attraction reached more than $31 billion, including more than $21 billion disbursed, an increase of more than 7%, the highest in many years. A growing number of large global companies have made Vietnam a strategic choice for their investments.

The ministry played an important role in Provincial Planning for the period 2021-2030, with a vision until 2050.
