CAF at war against these associations in its fight against fraud

CAF makes life difficult for fraudsters

Social networks make now an integral part of our daily life. However, although they offer many advantages, they can also turn against their users and CAF beneficiaries.

This is what a 50-year-old woman experienced, who must now repay 25,000 euros to CAF. This fraud was detected by the Family Allowance Fund of the Alpes-de-Haute-Provence.

Between 2014 and 2018, this woman declared herself as a single mother isolated. She thus received a total of 25,122 euros in social assistance.

However, it is his lack of discretion on Facebook who betrayed her. The photos she posted revealed that she was living with a 45-year-old man.

After investigation, the CAF therefore confirmed the fraud and the woman was indicted for false declarations, recognizing the facts. His companion also admitted his complicity.

Social assistance fraud is unfortunately not an isolated case. In , it therefore represents enormous losses for social organizations, with a 14% increase in fraud detected in 2022 compared to to the previous year.

The government takes fraud very seriously

This figure reaches 315 million euros. In 2018, this figure even rose to two billion euros. Gabriel Attal, Minister of the Budget, welcomed results obtained in the fight against fraud. Particularly fiscal, with 14.6 billion euros recovered in 2022.

He also announced a strengthening of controls for 2024, with the introduction of electronic invoicing between companies, in order to better detect fraud to VAT.

“Each fraud is considered serious and must be tracked down”, had to know the former prime ministerbelieving that she “causes 70 million victims”.

“Last year we grew by 25%. tax audits and the number of tax raids increased by 30%”he congratulated himself. “We prefer to increase the pressure on fraudsters, rather than increase taxes on the French”he added.

Since last year, Emmanuel Macron still hopes increase recoveries in the future. For this, the government promised on the one hand “strengthen human resources by 2027” in tax fraud.

This is the reason why “281 agents were recruited last year, and 350 will be recruited in 2024”he indicated. However, some associations do not see this tracking with a good eye.

Around fifteen associations have decided to seize the Council of State this October 16. And this, to challenge the use of algorithms of the National Family Allowance Fund (CNAF), deemed discriminatory.

These algorithms, used since 2010, assign a risk rating to beneficiaries on the basis of personal criteria. For them, they thus guide the controls.

Associations like La Quadrature du Net ou Amnesty International denounce the targeting of precarious people. Particularly women and young people, and question the compliance of this system with the General Data Protection Regulation (GDPR).

Despite criticism, the CNAF defends therefore its system. By affirming that each file is examined manually before any sanction.

However, the lack of transparency on calculation criteria and the scale of the data collected raises concerns among associations. They are asking for more explanations and precise statistics on the audiences targeted by these controls.
