The government approved these new measures as part of the draft decree on the special status of prison administration and reintegration officials that it recently adopted, with the aim of motivating these officials to become more involved in the development of establishments. prisons, said Mr. Baitas in response to an oral question on improving the financial situation of prison staff.

These measures include in particular the revision of the nomenclature and classification of executives and grades of civil servants of the General Delegation for Prison Administration and Reintegration (DGAPR), he said.

In accordance with the provisions of the new statute, the body of civil servants of the said administration now consists of the cadre of prison supervisor, in addition to that of prison commander, the minister said. The promotion system has been revised, through the establishment of criteria of merit, performance and professional value which are based on the hierarchy of executives and ranks of the prison administration.

He also mentioned the possibility of integrating civil servants under common frameworks between ministries, at their request, and the recruitment of doctors and engineers within the prison administration.

The new measures also include the rationalization of the management of administrative careers as well as the improvement of recruitment, training, tenure and discipline processes, in accordance with the nature of the professional commitments of this body, specified the government official.

Furthermore, he indicated that the new status provides for a complete review of the compensation system, thanks to the increase in the salaries of civil servants in the sector, stressing that these measures also relate to the promotion of social works for civil servants in the sector. sector.

This status comes in the context of new challenges and legislative dynamics in Morocco, particularly after the adoption of Law No. 10.23 relating to the organization and management of penitentiary establishments, and Law No. 43.22 relating to alternative sentences which “require mobilization totality of civil servants in the sector and a serious, firm and renewed commitment to the application of the law, in order to strengthen the security and reintegration role of penitentiary establishments and to implement the various government programs”, he concluded.
