A diplomatic mission is a group of people from a State or an international intergovernmental organization (such as the United Nations) present in another State to officially represent the sending State/organization in the receiving State. In practice, a diplomatic mission usually refers to the resident, i.e. the office of the diplomatic representatives of a country in the capital of another country. In addition to being a diplomatic mission to the country in which it is located, it can also be a non-resident permanent mission to one or more other countries. There are thus resident and non-resident embassies.

Under the supervision of the Facility Manager, the Architect is the technical lead for the Facility Management (FM) section. Working with a team of skilled craftsmen, they are responsible for maintaining the building systems of the new Embassy complex, including component assemblies and finishes, both interior and exterior. Oversees the design and project management of sustainment, modernization, repair, building improvement, alteration, expansion or restoration projects; reviews Statements of Work (SOWs) and construction documents to ensure designs are code compliant, functional and within budgetary constraints; acts as the Contracting Officer Representative (COR), Government Technical Monitor (GTM) or equivalent on post-installation contracts; implements all safety regulations in postal facilities and residential properties.

EXPERIENCE:

Must have a minimum of five years of experience as a Project Architect in a large hotel complex, hospital, office complex, large university/school system, or similar building complex, managing a preventative maintenance program that utilizes a computerized maintenance management system (CMMS) to track maintenance requests and expenditures. The incumbent must demonstrate progression of increased responsibilities, including developing scopes of work, construction documents (plans and specifications), and cost estimates for new construction projects, building repairs, equipment overhauls, and equipment replacement schedules.

The incumbent’s experience must include one year of supervisory experience.

LANGUAGE:

English Level IV (fluent) is required to translate local technical information, contractual documents and correspondence from the local language into English for the facility manager.

French level IV is required to communicate with local contractors and other LE staff.

Training requirements:

EDUCATION:

Bachelor of Science, or equivalent, in architecture or architectural engineering or similar architectural degree. The program of study must: (1) be in a school of architecture with at least one program of study accredited or equivalent by the National Architecture Accreditation Board (NAAB) or the Accreditation Board for Engineering and Technology (ABET), or an equivalent architecture or engineering board in the host country, as a professional program of study in architecture.

AWARENESS:

Must be knowledgeable in the principles of developing specific planning objectives, milestones and phases for simple to complex projects, and making necessary innovations and modifications. Must have the ability to guide and evaluate the efforts of the architectural/engineering (A/E) and construction contractor and assess technical and project progress against established schedule and allocated resources.

Must have knowledge of various types of local building contractors and supply stores that may provide materials and/or services. Must have detailed technical knowledge to lead a multi-disciplinary team performing facility condition assessment inspections. Must have knowledge of design and construction practices with U.S. Building Codes and Specifications; in-depth professional knowledge of architectural design calculations and criteria; preparation of construction drawings and specifications. Must be able to prepare Statements of Work (SOWs), cost estimates, and draft and design computer-aided designs in AutoCAD.

SKILLS AND ABILITIES:

Must be able to read and interpret construction drawings and other construction documents. The Architect must use CADD technology to create plans as part of Building Information Modeling (BIM). Must have good computer skills, able to use and navigate Microsoft Office software suite using MS Word, Office, Excel, database entry, Auto CAD, and MS Project. Must be proficient in architectural drafting, project management software, preparing and maintaining daily construction inspection logs, be able to review coordination design drawings for code compliance, and have the ability to create construction cost estimates and provide briefings to the Facilities Manager, Management Consultant, and other stakeholders on architectural and planning matters.

Must be proficient in writing detailed and concise written reports in English for the Facility Manager. Ability to lift and carry tools, equipment or parts, maximum weight 25 kilos. Must have excellent interpersonal skills and be able to handle a heavy workload and multiple tasks simultaneously. Must be highly organized. A strong ability to work independently, with impeccable integrity, strong initiative, good judgment and maintain confidentiality.

The salary plan is assigned at the time of the conditional offer letter by the HR department.
