The Minister of Justice, Constant Mutamba asks the IGF, CENAREF and the ANR to open an investigation into the acquisition of a building by the Attorney General at the Court of Cassation, Firmin Mvonde in Brussels for 900,000 euros since June 20 of this year.
Constant Mutamba says he discovered this acquisition through the media and requested investigations to enlighten public opinion on these facts, suspecting illicit enrichment.
However, certain sources from the General Prosecutor’s Office believe that the minister does not have the authority to initiate such an investigation into a leader, other than the Head of State.
Without denying the facts, the Attorney General’s office confirms this acquisition thanks to a loan requested and obtained from the EQUITY BCDC bank of 750,000 euros with an interest rate of 10% per year, set-up costs 1%. and refundable within 24 months from last July. The money would already be lodged in the account of the seller of the building in Brussels, in accordance with the contract concluded with the bank.
But as for the question of knowing with what monthly income Firmin Mvonde can buy a plot at this price? His office’s response is that the origin of the funds is a loan and the repayment deadline can be extended.
For the office of Attorney General Firmin Mvonde, the media coverage of this real estate acquisition is the result of blackmail from its detractors.
According to this firm, a journalist from Africa Intelligence wanted to blackmail the Prosecutor, after discovering the bank document. Requesting an interview with the prosecutor in vain, he threatened to publish it.
“The detractor knows nothing about how banks work. And above all that the loan must be repaid according to an agreed deadline. It is still logical, if we try to extend the entries of the PG (editor’s note attorney general) over this period. It’s sad! », Reacts the Prosecutor’s Office.
