Despite Western sanctions, Russia relies on German technologies to manufacture its Oreschnik missiles and is actively seeking qualified personnel in this field. The CNC (computer numerical control) machines used in this process incorporate control systems developed by Siemens and Heidenhain.
This equipment allows materials such as metal to be worked with extreme precision, an essential asset for the manufacture of weapons. According to a report from Financial Timesthese technologies are essential for several Russian weapons projects.
The Moscow Institute of Thermotechnics (MITT) and the Sozvezdie enterprise, involved in the development of the missiles, specifically use German control systems. Job advertisements published by these companies emphasize the search for specialists proficient in CNC systems from Siemens and Heidenhain. Particularly highlighted is the TNC 640 numerical control from Heidenhain, which combines milling, turning and grinding functions.
Russia circumvents Western sanctions
In addition to German systems, technologies from the Japanese manufacturer Fanuc are also used at Russian production sites. Images taken at a factory of Titan Barrikady, another player in missile production, show machines equipped with Fanuc systems.
Despite strict export controls, CNC components worth millions of dollars reportedly delivered to Russia since early 2024often via third countries, such as China. These deliveries include both legacy and modern systems, produced after 2023, again according to the Financial Times. Even Stan, a Russian company charged with developing domestic CNC production, continues to use Heidenhain systems.
Experts say adopting alternative technologies would be costly and time-consuming for Russia. Thus, Russian companies continue to exploit proven control systems of German origin in order to achieve their production goals. The international availability of CNC technologies complicates any attempt to prevent Russia from accessing them altogether.
Siemens on alert
Siemens said it strictly complies with export controls and reports any suspicion of sanctions evasion to “competent and necessary authorities.” On the other hand, Heidenhain did not respond to questions from the British media. Denys Hutyk, executive director of the Economic Security Council of Ukraine, declared in the columns of the daily:
“The use of Western technologies demonstrates that it is imperative to close existing vulnerabilities more rigorously”
