Most often, EU activities are the result of agreements in which one or more countries launch processes determining the future of all Twenty-Seven. Over the past decades, signals of initiative in this direction, in all areas combined, have come almost exclusively from Berlin and Paris. But today, these signals are increasingly being emitted by Poland.
This state of affairs can only partly be attributed to the government in Warsaw. This is above all the result of rather fortuitous and unfortunate events that occurred in the largest European capitals. Starting with the political crisis in Germany which led to early elections [prévues le 23 février 2025].
The exotic coalition that included the Social Democrats, Greens and Liberals hit a wall. In France, the electoral defeats of Emmanuel Macron’s camp and the recourse to an unstable and tactical alliance with the left resulted in the impossibility of adopting the 2025 budget. The second largest European economy, currently grappling with a procedure of excessive deficit [de l’Union européenne]faces a political crisis, which does not favor the search for budgetary solutions
