On January 1, 2025, several new regulations will come into force in France, affecting pensions, the price of the registration document, the use of restaurant vouchers and even Crit'Air stickers on cars in the city. An update on those that could impact daily life in Normandy.
Price of the registration document
From January 1, the price of the registration document will increase. In Normandy, the price of the tax horse rises from 46 euros to 60 euros, which will make it the most expensive region in France for the price of the registration document.
Low emission zones (ZFE) and Crit'Air sticker
Thirty urban areas in mainland France will set up a low emissions zone (ZFE). Among them, Le Havre (Seine-Maritime) and Caen (Calvados) will join this system. ZFEs are urban areas to which access is limited to the least polluting vehicles. A Crit'Air sticker will be necessary to travel there, as is already the case in Rouen (Seine-Maritime) since 2022.
Vehicles older than 1997 will no longer be able to drive there. During pollution peaks, these towns may also prohibit access to vehicles with Crit'Air 4 and 5 stickers.
Free consultation with the psychologist
From 2025, French people will be able to consult a psychologist for free up to 12 times a year, without a doctor's prescription. To do this, you will need to consult a practitioner on the list of psychologists approved by the State, accessible via the website monsoutienpsy.ameli.fr.
Increase in the price of stamps
Postal rates will increase by an average of 6.8%. The price of the stamp for a green letter will increase from 1.29 euros to 1.39 euros, an increase of 7.8%. Likewise, sending a 20-gram registered letter will now cost 5.74 euros, compared to 5.36 euros currently (+7.1%).
End of the use of meal vouchers for food shopping
Restaurant vouchers can only be used in restaurants or to purchase ready-to-eat meals. The temporary system authorizing their use for the purchase of food products to be prepared in supermarkets, introduced during the Covid-19 crisis, will end.
Evolution of the children's health record
The children's health record will be updated with new information. It will include prevention advice on the use of screens, monitoring of the 20 mandatory medical examinations to detect neurodevelopmental disorders, as well as specific recommendations for adolescents, particularly in terms of mental health.
Revaluation of retirement pensions
From January 1, 2025, basic retirement pensions will increase by 2.2%, an increase indexed to inflation.
Reform of the RSA
All beneficiaries of active solidarity income (RSA) will be automatically registered with France Travail. Each person must sign an employment contract providing for an action plan to promote their social and professional integration.
Ban on rental of energy-intensive housing
From January 1, 2025, housing classified G according to the energy performance diagnosis (DPE) can no longer be rented. Only accommodation classified between A and F will remain authorized for rental.
Reduction in the use of plastics
In municipalities with more than 2,000 inhabitants, structures welcoming children, such as nurseries, schools and medical establishments, will no longer be able to use plastic food containers for cooking, reheating or serving.
