The Local Security and Delinquency Prevention Council (CLSPD) of Castelnaudary (Aude) met on December 5 to take stock of security and prevention for the year 2024. Since 2020, this body, initially led by the municipality's Education-Youth service, evolved under the leadership of the late councilor Pierre Barbaud, who recommended the creation of a service dedicated to security and safety.
During the plenary session, Patrick Maugard, mayor of Castelnaudary, Philippe Greffier, president of the community of communes Castelnaudary Lauragais Audois, as well as representatives of the gendarmerie and municipal police, spoke in particular.

Actions organized around four priority axes
CLSPD stakeholders evolve around four priority axes, including the safety of young populations. This action focused on several major issues. The fight against school bullying has been strengthened thanks to interventions by law enforcement in schools, with students, leaders and ATSEMs. Other actions have targeted road safety, in particular with the participation of the municipal police and the gendarmerie in orientation fairs and training on the regulation of electric scooters. Particular attention was also paid to the use of nitrous oxide, better known as “laughing gas” and considered a real “scourge” by CLSPD actors. Awareness campaigns were carried out among educational establishments and traders. Operations to combat domestic violence and addictions also marked the year. Interventions in the presence of a detector dog took place in certain neighborhoods of the city, and events like “Janvier Sobre” raised awareness among young people about the fight against alcohol and drug consumption.
CLSPD actors have intensified their efforts to respond to needs of vulnerable people. A particular focus has been placed on the fight against scams and abuse of weakness. During the town's first Seniors' Fair, the municipal police raised public awareness of frequent scams, particularly abusive canvassing. Road safety has also been extended to seniors, with practical workshops on bicycle safety, in partnership with the La Roue qui Tourne association. Access to the law continued to be a priority, with free services at the city court welcoming 8,000 users in 2024.

The CLSPD worked to strengthen the involvement of residents in security systemsthird line of reflection. Furthermore, video protection benefited from an annual investment of 50,000 euros to modernize and maintain the infrastructure. The citizen participation system, initially launched in three districts of the town, will be extended to traders and the commercial zone. A digital platform has also been set up to facilitate reporting to law enforcement. In addition, the possibility of filing complaints online for certain crimes, such as scams or burglaries, was hailed as an important step forward.
The CLSPD worked to strengthen governance, including the creation of a security department. The force of the gendarmerie has been reinforced. An investment of 300,000 euros made it possible to improve the equipment of the police, while strengthening coordination between the gendarmerie and the police. Regular patrols have been reinforced, in particular to secure the end-of-year festivities.
Significant resources for the Cassoulet Festival
In 2024, specific actions have also been carried out. Major events, such as the cassoulet festival or the passing of the Olympic flame through the city center, mobilized significant logistical and human resources. These operations, which involved up to 110 gendarmes, took place “in excellent conditions”, welcomes the CLSPD.
