The increase in the electricity tax was avoided in the Senate
This was a flagship measure of the 2025 finance bill: the increase in the internal tax on final electricity consumption (TICFE) was expected to generate 3 billion euros for the government budget. The Senate, however, rejected the possibility, by a large vote which brought together the votes of the right and the left.
For the general rapporteur of the draft budget, Jean-François Husson, the increase would have led to an increase of 200 to 300 euros on average to heat a 100 square meter house. A “social injustices» according to some, while many French people already struggle to heat themselves in winter.

More for the Minister of the Budget, Laurent Saint-Martin, this is a bad calculation :
« We prefer an increase in the TICFE with a continued reduction in the electricity bill to an increase in the gas tax, which would de facto increase the bill for our fellow citizens. »
The government is thus betting on its promise to reduce electricity prices, which it envisages at around 9% next February. It would have made it possible to offset the tax increase for consumers according to the government. But the Senate did not agree, so there will be no increase in the TICFE.

But the price of gas should increase again in France
To compensate for this shortfall, Senators voted in favor of increasing the price of gas. Jean François Husson estimated that the increase would be measured for the French: an annual increase of around 60 euros for a house of 100 square meters.
This would raise 1.2 billion euros according to the defenders of this measure. It partially, but not entirely, makes up for the shortfall of 3 billion euros on TICFE.
