Juvenile delinquency and parental responsibility: what Éric Dupond-Moretti’s bill contains

Punish juvenile offenders more severely… but also their parents.

“We have to tell parents again that they care for their kids”: Éric Dupond-Moretti raised the threat during the riots in the summer of 2023, after the death of Nahel.

After the attack on Samara in , the death of two teenagers in Viry-Châtillon and Romans-sur-Isère, the Minister of Justice is staying the course in his desire to further punish parents and is preparing a bill which should be examined in early summer.

Prison, fine and community service

The government is in fact preparing a bill on “parental responsibility and penal response to juvenile delinquency”, which toughens the measures taken against the parents of young delinquents. If the text is adopted, they could be punished with sentences of three years in prison and a fine of 45,000 euros, compared to two years and 30,000 euros today.

They could also have an additional sentence of community service, and be sanctioned in the event of absence from educational assistance hearings (parental responsibility training, fine, contribution paid to an association for example).

New penalties for minors

Minor children, for their part, may have new penalties, for example spending the night in dedicated judicial protection establishments, with the risk of being sent to a closed educational center or detention in the event of resistance.
