Even in the absence of a budget for 2025, several developments come into force on January 1, 2025 in the areas of housing, energy, ecological transition and employment. Here are the main measures concerned.

DPE: everything that changes on January 1, 2025

– The ban on the rental of energy strainers G

As of January 1, 2025, “thermal strainers” classified G are subject to indecency and prohibited for rental, in accordance with the Climate and Resilience Law. This prohibition applies to new rental contracts, and at the time of renewal or tacit renewal for current rental contracts. According to Fnaim, more than 500,000 properties are today classified G, and several tens of thousands could fall out of the rental stock due to lack of work.

– DPEs carried out before July 1, 2021 become obsolete

Another change for DPEs: the transitional period for DPEs carried out before July 1, 2021 ended on January 1, 2025. Only DPEs carried out from July 1, 2021 are now valid and can be annexed to a residential lease.

– Sale of E-classified properties: mandatory energy audit

From January 1, 2025, goods belonging to class E of the DPE must be subject to an energy audit at the time of their sale for sales agreements.

– The compulsory collective DPE for co-ownership associations of 50 to 200 lots

The “Climate and Resilience” law generalized the obligation to carry out a “Collective DPE” to all collective residential buildings for which the building permit was filed before January 1, 2013. This diagnosis must be renewed or updated every ten years except when a DPE carried out after July 1, 2021 allows for establish that the building belongs to class A (extremely efficient building), B (very efficient building) or C (fairly efficient building).

On January 1, 2024, the obligation came into force for co-owned buildings of more than 200 lots used for housing, offices or businesses, located in mainland . On January 1, 2025, the obligation to carry out this collective DPE in turn applies to co-ownerships in the metropolis between 50 and 200 lots.

The VAT rate increases for the gas boiler

The VAT rate applicable to gas boilers increases in 2025.

MaPrimeRénov': 2025 between extension and reductions

Aid for renovations by gesture is renewed for the whole of 2025. Just before being censored, the Barnier government in fact issued a decree, published on December 5, 2024, extending until December 31, 2025 the access to the route by gesture for individual houses classified “F” and “G”.

Also maintained, the exemption from providing a DPE in 2025 to benefit from MaPrimeRénov' aid. The obligation to provide a DPE will therefore wait until 2026!

Some adjustments or trimmings are however on the program: for the “accompanied tour”the financing rates for households with higher incomes go from 30 and 35% to 10%, 15% and 20% depending on the number of energy labels earned. For the “route by gesture”packages for heating systems using biomass decrease by 30%. Finally, advances made to households are limited.
