In a long statement, the association reviewed the problems faced by Moroccan students who hold Ukrainian degrees in medical and engineering specializations, and who completed their studies remotely as a result of the Russian-Ukrainian war that broke out in 2022, stressing that “the continuation of this situation reflects the absence of a clear vision to address this sensitive issue.” “It worsens the psychological and financial conditions of students and their families.”
The same association recorded “a weakness in the institutional response of the Ministry of Foreign Affairs and the Ministry of Health and Social Protection, in addition to the Presidency of the Government, and their lack of response to requests to hold meetings for discussion and dialogue,” stressing in the same context that “despite holding a meeting with the Directorate of Legal Affairs at the Ministry of Higher Education And scientific research and innovation, the discussions did not yield tangible results.”
“Administrative obstacles”
Continuing to review what it considers “accumulated problems,” the same entity pointed to “administrative and professional obstacles” represented by “the fact that students face major obstacles in undertaking the field training required to obtain the equivalency, as their academic and professional paths are disrupted as a result of the lack of appropriate conditions,” according to Her expression.
It also drew the attention of public opinion and the guardian authorities to the issue of “the slow and faltering processing of the equation files.” According to her, “the equivalency files for all specializations have not been processed up to now, as the ministry lacks to provide any accurate data on the subject, which increases the ambiguity of the file and the students’ suffering,” while emphasizing that “the solutions provided regarding the category of dental students do not live up to their aspirations.”
The National Association of Mothers and Fathers of Moroccan Students in Ukraine spoke about a problem related to a “previous decree,” as it explained that “despite the issuance of a decree by the former minister before he was dismissed, the association demands its cancellation because it did not contribute to improving the situation.” Continuing to implement it exacerbates the crisis and is not consistent with the goals of reforming the equation.”
“Training problems”
The association itself also called for “accelerating the equivalency in all medical and engineering specialties, then reducing the duration of the equivalency training in line with the students’ realistic circumstances, in addition to creating financial compensation for these students during the training period, in addition to improving the terms and conditions, in a way that ensures greater fairness and transparency.”
Among its “urgent” demands we also find “expanding the circle of training centers at the national level to include all regions, so as not to be limited to the regions of Rabat-Salé-Kenitra and Casablanca-Settat, given the obstacles that students face with regard to movement and rental burdens.” This is in addition to another requirement related to “immediate response to requests to hold meetings with the relevant ministries, including Foreign Affairs, Health, and Higher Education, in addition to the Prime Minister’s Office.”
The aforementioned association reaffirmed that “our country is suffering from a severe loss of scientific and cognitive frameworks in various fields, which makes addressing these problems seriously and quickly a national duty that cannot be postponed.”
Priority files
In his interaction with the issue, Abdelkader Al-Youssoufi, President of the National Association of Mothers and Fathers of Moroccan Students in Ukraine, stressed that “the failure of the Ministry of Higher Education, Scientific Research and Innovation to decide on these accumulated and pending files affects the students’ path; Our main demand is to speed up the processing of the equivalency files for the various divisions, given the presence of students who have completed the training, but are waiting for their certificates to be approved in order to enter the labor market.”
