Significant absenteeism, unfilled positions… An audit highlights “dysfunctions” in the management of children’s homes on the Côte d’Azur

For Fatima Khaldi, the audit report presented this Thursday to the board of directors of children’s homes “reflects dysfunctions well” that this elected Estrosist had “denounced”…And which would have even cost him his seat within this structure. “Evicted” as a departmental councilor she had finally reinstated her as a municipal councilor. “I feel like I’ve struck a chord”souffle Fatima Khaldi.

The report on the flash mission carried out last February by the KPMG firm is indeed quite harsh: high absenteeism, unfilled positions, virtually non-existent purchasing procedures, complicated HR relations, IT security breaches… Difficulties that the departmental council does not deny. The supervisory authority of the Foyers, “essential link in child protection”is itself at the origin of this audit. “The appointment of a new general director at the beginning of the year had already made it possible to identify a certain number of dysfunctionsunderlines Anne Denieul-Lefort, deputy administrative general director for the development of human solidarity at the Department. We wanted to have an outside perspective to refine this diagnosis.”

“Taking control” since the start of the year

Hence the use of KPMG teams. This audit is part of “a desire to take control of Children’s Homes”, summarizes Anne Denieul-Lefort. While specifying thatit only concerns their management and not the conditions of reception of children. Even if certain dysfunctions can have an impact on the daily functioning of these protection structures dedicated to minors. Thus the absence of procurement considerably slows down the ordering processes. “We had to go through the establishment of three quotes before any purchase”, recognizes the territorial official. The absence of a firewall on information networks exposed both employees and children to the risk of hacking or data leaks. The problems of absenteeism and recruitment were also not without consequences…

So many subjects that the departmental council claims to have taken head on since the start of the year. “Everything is not settled but we have already carried out a certain number of projects”announces Anne Denieul-Lefort who lists among others “the urgent renovation of three villas”, “the “Setting up secure WiFi networks”, “the Launch of recruitment to fill vacant positions”, “establishing a training plan for staff”, “the creation of an ad hoc commission for the award of contracts”

So many points that were lacking until now in the organization of the Children’s Homes of the Alpes-Maritimes.
