“It is not a PM who will prevent the vote of a motion of censure” (Massaly)

In a note sent to Dakaractu, the President of the UNR Party reacts to the possibility of the adoption of a motion of censure by the National Assembly. And for him, nothing will be able to prevent it. “The new political configuration of the National Assembly, which profoundly modifies the institutional balances established until now, makes the adoption of a motion of censure possible or even certain[…]More than a challenge to the Government, the motion of censure allows the decision of the Head of State to be contested and thus circumvents the lack of political responsibility of the Prime Minister.[…] Ousmane Sonko[…]still wants to place itself above the law by trying to prevent the vote on a motion of censure provided for in Article 86 of the Constitution and Article 99 of the Rules of Procedure of the Assembly,” he declared.

According to Massaly, “By making this unfortunate statement, is Sonko prime minister or spokesperson for the President of the Republic? In both cases, he must not say in public what the President is going to do between now and September 12, unless he is the one who decided it in place of the President. If that is the case, it does not bode well. But the people will take responsibility, you will never have a mechanical majority,” he added.

“A legal instrument for measuring Parliament’s confidence in the Government, the motion of censure has its own rules for implementation and is strictly regulated. It is not a PM who will prevent a motion of censure from being voted on,” he concluded.
