To respond to the difficulties of developers faced with the real estate crisis and to unlock access to housing, the Métropole de Lyon has launched an unprecedented emergency plan in September 2023.
This device aimed to unlock the construction of new housing thanks to the block buyout by public actors of certain housing initially intended for free access. And this emergency plan bore fruit beyond expectations.
“Our objective was to support between 2,000 and 3,000 housing units. In reality, we supported 118 operations, which represents 7,000 housing units released, including 2,319 which were mainly returned to affordable rental”details Bruno Bernardpresident of the Métropole de Lyon.

Note that if 37% of programs are located at Lyon et Villeurbanneall metropolitan sectors are concerned. Thus, 12% of supported operations are carried out in the CTM (Territorial Conference of Mayors) of Val d'Yzeron, which brings together many municipalities that do not reach the threshold of 25% social housing.
This emergency plan was a real breath of fresh air for the forty promoters who benefited from it, but more generally for all building professionals.
“Among the 118 operations supported, 43 were blocked before the start of the work and 75 had marketing stopped”specifies Bruno Bernard.
-Without the intervention of the community, certain programs would not have seen the light of day, others would have suffered a significant delay in delivery. “Our emergency plan also supports economic activity because one housing product represents 2.4 jobs”insists Renaud Payrevice-president of the Métropole de Lyon delegated to the‘habitat, social housing and urban policy.

The initiative also helped halt the fall in production of social housing and breathe new life into it.
“Last year, 3,353 social rental housing units were financed in the Lyon metropolitan area, an increase of +71% compared to 2023”underlines Renaud Payre.
The Lyon Metropolis, which spent eight million euros on a envelope of ten million eurosdoes not plan to renew this emergency plan, but remains attentive to the promoters. “Our door is open to study files”confirms the vice-president.
