Nasser Bourita calls to keep “the spirit” of the Skhirat Agreement at the center of the negotiations – Telquel.ma

NWe need the spirit of Skhirat more than ever in this crucial stage that the Libyan issue is going through.”, Bourita indicated at the opening of the two-day consultative meeting between the Libyan House of Representatives and the Libyan High Council of State, held in the presence of more than 60 members of the two institutions.

In this regard, he explained that “This spirit, which has allowed Libyans to show the world that they have the capacity, will and vision to solve their country’s problems, is what Libya and the international community need”, expressing the wish to see such a spirit now reign in the next stages.

The minister recalled the Skhirat agreement, signed on December 17, 2015, represented an essential reference for Libyans and allowed the country to enjoy a certain stability, international interlocutors and institutions, including the House of Representatives. Libyan representatives and the Libyan High Council of State, who remain “important levers” for any progress in the process of settling the Libyan question.

Regarding the choice of Bouznika to host this consultative meeting, Bourita indicated that Morocco sees it as a sign of permanent trust and sincere fraternity between the two countries and peoples, adding that it also reflects the satisfaction of the Libyans regarding to hold their meetings in the Kingdom, thanks to the approach adopted by Morocco concerning the Libyan file.

This approach is based on the principles of non-interference, respect for the will of Libyans and their institutions, as well as support for the choices made by legitimate Libyan institutions with a view to resolving the crisis in this country. , he said.

The minister also noted that the positions of the Kingdom of Morocco are constant and do not change in light of evolving events and contexts.

Furthermore, he noted that Morocco offers Libyans a space for dialogue among themselves without any position, suggestion or initiative. This is about responding to the desire of the Libyan parties to find a space for dialogue and consultation, free from any pressure.

This meeting takes place in a complex context marked by significant changes and accelerated events in the Arab region, as well as interference in Arab affairs. A situation which challenges Libyans regarding the preservation of the unity and territorial integrity of their country in this delicate situation that the Arab region is going through, he insisted.

It is also being held in a climate where there is a desire to create a new dynamic in the Libyan issue, whether at the level of the UN mission or certain parties, Bourita noted, adding that the meeting Today is an opportunity for the two institutions, as legitimate bodies in Libya, to unify their visions and interact with these developments.

Today, there is an urgent need for a government of national unity in Libya capable of responding to the aspirations of Libyans for economic and social development and stability, and of preparing credible elections in order to resolve the problem of duplicity of certain institutions”, he underlined, noting that the international community also needs this government to support the will of the Libyans, whether on internal or external issues.

The multitude of regional and international conferences devoted to Libya will in no way replace inter-Libyan dialogues which enjoy legitimacy and ownership of solutions.” for Libya, Bourita affirmed, noting that Morocco has always considered that these Libyan dialogues must take place far from any interference and pressure.

He concluded that this consultative meeting “essential and encouraging” will be the starting point to give new impetus to the Libyan issue, stressing that “the solution to the Libyan crisis is in the hands of the Libyans”.

Morocco, in accordance with the directives of King Mohammed VI, hosted in Skhirat, in December 2015, a series of rounds of inter-Libyan dialogue, crowned by the Skhirat Agreement which constitutes a crucial step for the resolution of the Libyan crisis.

This agreement resulted in the formation of a Presidential Council of the Government of National Unity, the establishment of mechanisms for unifying state institutions and the organization of electoral events to complete the construction of state institutions and guarantee the sovereignty and territorial integrity of the country with a view to satisfying the aspirations of the Libyan people for progress, prosperity and development.
