Back all! If the government falls this Wednesday afternoon, real estate experts fear yet another crisis. “Hundreds of businesses will go out of business», Protests Damien Hereng, president of the French Federation of Individual House Builders. Most have the impression of going back six months, when Emmanuel Macron announced the dissolution of the National Assembly at the beginning of June. At the time, the real estate market was recovering and was plunged into uncertainty. Like today.
Future owners, too, must take their heads in their hands. A few weeks ago, they learned two good news, adopted by Parliament. The first? Tax exemption for donations to descendants (children, grandchildren, etc.). To benefit from this boost, this sum must be used to purchase new housing, within 12 months from the date of entry into force of the measure planned for January 1, 2025. And this, up to 150,000 euros maximum (compared to 100,000 euros currently) per donee. Three other conditions must be met: the accommodation concerned must be the main residence of the donee, must be occupied by its owner, his beneficiaries (spouse or children) or by a tenant. Finally, rent ceilings, in the case of rental, which will be equivalent to those for the Pinel system, must be respected.
Only 40,000 PTZ in 2024
Other good news: the return of the zero-interest loan for first-time buyers, throughout the country and for new housing, both for collective housing and for individual housing. Until then, it was only available for the purchase of old or new apartments, but only in tight areas (where demand is greater than supply). A way of relaunching a system which can bring in around ten thousand euros for young buyers, especially those on the lowest incomes. In 2024, only 40,000 PTZs (compared to 74,000 in 2021) should have been granted. Expanding it everywhere in new construction should make it possible to accommodate around 15,000 more households in 2025, according to Housing Minister Valérie Létard. And bring nearly 600 million euros in VAT into the state coffers.
But that was before the political chaos in which France is entangled. “If a motion of censure is passed, these measures will not be put in placewarns Valérie Létard. Our fellow citizens need stability, confidence and visibility about their future.»
