Rabat – The House of Representatives adopted by majority, during a legislative session held on Monday, bill n°21.24 establishing specific provisions relating to the basic compulsory health insurance (AMO) scheme applicable to persons capable of paying contributions and not carrying out any paid or unpaid activity.
Presenting the content of this bill, which was approved by 99 parliamentarians and rejected by only one MP, the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, stressed that this text “is” registered as part of the implementation of the Royal Project relating to the generalization of social protection and intervenes to overcome the obstacles encountered in terms of generalization of medical coverage for different categories.
This project aims to “guarantee the continuity of services provided to people who previously benefited from the AMO applicable to people unable to ensure payment of contributions either because they have not submitted the request to continue to benefit from this scheme or that they no longer meet the conditions to benefit from the AMO, in particular the threshold set by the regime”.
The most important provisions of this bill are “the exemption from the three-month training period stipulated in Law No. 60.22 relating to the AMO regime applicable to persons capable of paying contributions and not exercising any paid or unpaid activity and who benefited on November 30 from the aforementioned scheme”.
“The bill allows administrations and local authorities and public establishments providing public support or assistance for the benefit of policyholders benefiting from “AMO Achamil” to verify by various means, particularly electronic means, that these policyholders pay their contributions due. to the CNSS,” said the minister.
This text also provides for the recovery of the costs of benefits guaranteed under the AMO for policyholders who benefited on November 30, 2023 from the basic compulsory health insurance plan dedicated to people unable to ensure payment of contributions or borne by the organization responsible for management from the date of entry into force of their registrations, set for January 1, 2024 until the end of the third month after publication in the Official Bulletin.
This project also refers to “a regulatory text which will determine the modalities for verifying the regularity of persons registered in the said system with regard to the payment of the contribution amounts provided for in article 12 of the aforementioned law n° 60.22”.
