It's time for the revenge of the senators who are recovering the finance and social security financing bills from Wednesday, November 13. New episode of the “2025 budget” series, with in the role of the “good cops”, the “nice guys” and above all allied with Prime Minister Michel Barnier: the republicans, the centrists, the macronists, who unlike the National Assembly have the majority at the Luxembourg Palace. Revenge since senators usually have less weight than deputies, but the situation is no longer the same.
For the first time in 12 years, the Senate is from the same political family as the head of government. The latter pampers the senators, who recover the initial version of the executive, without the amendments of the deputies. Ten of its ministers come from elsewhere in the Luxembourg Palace, which can help the senators, representatives of local authorities, to limit the five billion euros in savings asked of them in this budget. A macronist stamps his feet: “This is the first time that we are really going to do the budget”.
The senators are jubilant: “We were tricards”says a pillar of the Senate – slang for “banned from staying”, “since our commission of inquiry against Benalla – close to Emmanuel Macron – We were considered heretics. Back in the game then… to the point of being courted by the deputies. MPs who were unable to pass their amendments, since the budget they had just modified, at least part 1, ended up in the trash. This is particularly the case of Jean-René Cazeneuve or Mathieu Lefèvre, from the former majority. They have therefore contacted senators in recent days on very specific points, such as the question of financial relations between Greater Paris and the municipalities – we are dealing with details.
The senators are all the more jubilant as the exchanges promise to be more constructive at the Luxembourg Palace. In form, but above all within what is called “the common base”, the centrist / right / Macronist alliance, on which the Prime Minister relies. Nothing to do with that of the National Assembly. Their leaders talk to each other – not like Laurent Wauquiez and Gabriel Attal. They discuss, even seek an agreement before starting the debates in the hemicycle next week. The presidents of Senate groups will also meet again at the end of the week, according to information from franceinfo, as for the National Assembly, the right-wing leader still refuses the idea of an intergroup with his Macronist counterparts.
