Dakhla-Oued Eddahab: a support offer for agricultural entrepreneurs in preparation

The State intends to initiate a real agricultural dynamic to Dakhla-Oued Eddahab. The Department of Agriculture is, in fact, working on the deployment of theyouth entrepreneurship in agriculture in this region of the Kingdom. The ministry will have to mobilize, on November 29, for 1.47 million dirhams, technical assistance in order to support it in the design and implementation of an integrated support offer for the benefit of young entrepreneurs in agriculture and cooperatives led by young people. The technical expertise will guarantee “better” coordination and convergence of interventions to be undertaken by the various structures concerned in the Department ofAgriculture and will ensure the effectiveness and efficiency of the various interventions of the Youth Entrepreneurship Program.

A service offering will thus be crystallized and deployed across the Regional center for young agricultural entrepreneurs (CRJEA). The services to be offered focus on tailor-made support for young project leaders, newly created businesses and cooperatives run by young people, a service adapted to the different profiles of young people and rural areas and the implementation of services on an ongoing basis. co-constructed with young people who express their needs taking into account the entrepreneurial ecosystem around rural youth and by acting in synergy and complementarity with the programs and initiatives already in place at the regional level. All accompanied by a transfer of skills to human resources dedicated to the CRJEA.

Remember that the youth entrepreneurship in agriculture program is part of the strategy Generation Green 2020-2030 (GG). This roadmap paid particular attention to youth entrepreneurship in rural areas with the aim of bringing out a new generation of young agricultural entrepreneurs. This initiative represents a fundamental pillar of support for young people by offering them employment opportunities both in production and in agricultural, para-agricultural services and processing.

The GG strategy has thus identified four levers for the operationalization of this axis. The first lever concerns young people’s access to agricultural land and will allow 45,000 young people to benefit from agricultural land as part of the development of one million ha of collective land. As for the second, it concerns the establishment of institutional mechanisms and specific financial incentives for the emergence of 180,000 new young farmers. The implementation of this lever will also ensure the sustainability of agricultural operations, knowing that 360,000 agricultural operators are over 65 years old. The third lever, for its part, will consist of promoting youth entrepreneurship in services linked to agriculture. The implementation of this lever will allow the creation of more than 170,000 jobs.

Finally, the fourth lever concerns an ambitious training strategy aimed at training 150,000 young people. For the implementation of entrepreneurial projects for the exploitation and development of agricultural land or agricultural/para-agricultural and digital service projects on a technical level, a targeted support approach intervening throughout the project cycle has been adopted around the establishment in each region of a CRJEA and its branches, ensuring better attractiveness of young people to support them in the development of ideas, the assembly, the realization and the success of their entrepreneurship projects agricultural, para-agricultural and digital.

This center constitutes a platform for partnerships with territorial and local development actors, interprofessional agricultural organizations, Chambers of Agriculture and regional champions. It also represents a functional bridge near the vocational training establishments of the supervisory ministry and other establishments.
