The Governing Council adopted Bill No. 54.23, amending and supplementing Law No. 65.00 relating to Compulsory Health Insurance (AMO). This bill introduces major measures to modernize and simplify the management of health insurance schemes, aiming at better social protection for citizens. One of the key decisions is the creation of a single organization, entrusted to the National Social Security Fund (CNSS), to manage the AMO schemes of the public and private sector, thus replacing the National Fund of Social Insurance Organizations (CNOPS) in this function.
The bill also provides for the transfer of agreements concluded by the CNOPS with mutual societies to the CNSS, thus ensuring the continuity of health services for members and their beneficiaries. The agreements will be maintained for a period determined by decree, allowing a smooth transition to the new system. In addition, the revision of penalties for late payment of contributions will now align AMO costs with those applied to the social security system.
Concerning students, the bill provides for the cancellation of their separate AMO regime. From now on, the majority of Moroccan students will be able to benefit from medical coverage as beneficiaries, thus simplifying their access to care. Furthermore, the age limit for coverage for single students pursuing higher education is extended to 30 years, thus providing extended medical support for young people in training, with the exception of those enrolled in educational institutions original and those affiliated with Al-Quaraouiyine University.
These reforms reflect a commitment to accessible and inclusive medical coverage, meeting the needs of an ever-changing society. By unifying the management of AMO schemes and adapting student coverage, this bill lays the foundations for a more equitable and coherent social protection system.
