Dakar, January 24 (APS) – The National Center for Local Civil Service and Training (CNFPLF) aims to become an essential pillar in strengthening the capacities of territorial human resources and strengthening local governance, particularly in the context of of the ”Support for territorial governance and dialogue” project, declared the coordinator of its planning unit Amadou Sow.

“With this project, the CNFPLF positions itself as a key player in the training and professionalization of territorial human resources, while playing a central role in the governance and development of territories in Senegal,” he said on Thursday. , during the presentation of said project.

Amadou Sow, coordinator of the CNFPLF Planning Unit, underlined the strategic importance of this project for modernizing the local public service in Senegal.

“The Center’s mandate is to provide transformative training, adapted to territorial realities and the operationalization of the local public service,” he added, emphasizing the importance of providing communities with qualified human resources in order to ensure effective governance.

The CNFPLF was set up in partnership with the French Embassy with the aim of strengthening human resources management and the professionalization of local authority agents, while promoting constructive dialogue between local, national and international stakeholders.

A project of 787 million CFA francs, structured around four axes

During the presentation of the SGTDT project, the coordinator of the CNFPLF Planning Unit specified that it is based on four main axes, including the development of the engineering of continuing training for agents and elected officials of local authorities, which aims to identify training needs, the validation of existing offers and the implementation of tools allowing continuing training adapted to local agents and elected officials.

This phase of development of the engineering of continuing training for agents and elected officials of local authorities has a budget of 65,000 euros (nearly 43 million CFA francs) for a period of two years.

The second axis concerns ”improving the management of territorial human resources”, which concerns the training of human resources representatives and the establishment of a management platform for the latter in local authorities. It has an envelope of nearly 244,000 euros (more than 160 million CFA francs) equivalent to 20% of the overall budget.

There is also another axis relating to “the professionalization of local authority agents”, for an amount of 751,000 euros (nearly 493 million CFA francs), or 63% of the overall budget.

”This component of the project focuses on the development of training modules for various professions, as well as on the support of agents newly integrated into the local public service,” indicated Amadou Sow, coordinator of the Cell of planning of the CNFPLF.

For the last axis, ”the promotion of dialogue between territories”, endowed with an amount of 75,000 euros (a little over 49 million CFA francs), he indicated that it is developed to encourage exchanges of experience between local and international actors, while harmonizing training interventions through an integrated sector plan.

The two-year SGTDT project is funded by the French Ministry of Europe and Foreign Affairs and other technical and financial partners to the tune of 1.2 million euros, or almost a little more of 787 million CFA francs.

Amadou Sow further clarified that the closure of the first phase is scheduled for June 2025, while the second will end in November 2025.

The SGTDT project directly targets 1,294 beneficiaries, including 225 women. Among the expected results, the coordinator of the CNFPLF Planning Unit mentioned the establishment of a multi-year training offer for the 601 local authorities in Senegal, the integration of agents into the local public service, and the strengthening of human resources management capabilities.

The presentation ceremony took place in the presence of the Minister of Urban Planning, Territorial Communities and Territorial Planning, Balla Moussa Fofana, the French Ambassador to Senegal, Christine Fages, the Director General of the CNFPLF, members of the Steering Committee, local authorities and several other stakeholders.
