Despite the constant rejection expressed by Amazigh language teachers in public schools regarding the “imposition” of 30 hours of weekly work, the Ministry of National Education persists in maintaining this hourly volume for the teaching of the Amazigh language. to public school students.
The ministry’s insistence on allocating 30 hours per week to each Amazigh language teacher is detailed in a letter addressed by Mohamed Zerouali, director of primary education programs, to the director of the regional academy of education and training in the Drâa-Tafilalet region, requesting information concerning the weekly schedule of teachers specializing in Amazigh language in primary schools.
The head of the Ministry of National Education specifies in this same missive that Amazigh language teachers are classified under the category “ primary school teacher » according to article 10 of the specific status of civil servants of the Ministry of National Education.
The document states that “ pending a revision of the teachers’ schedule by a decision of the competent government authority in matters of national education, and after consultation with the permanent commission responsible for the renewal and adaptation of programs, the weekly schedule for this category, set at 30 hours, will remain in force».
To justify this decision, the document refers in particular to “ specific status of civil servants of the Ministry of National Education, the primary school curriculum established by the programs directorate in July 2021, ministerial decree No. 21-100 relating to the primary school curriculum, as well as the ministerial note no. 23-028 concerning the gradual introduction of the teaching of the Amazigh language in primary schools, and ministerial note no. 24-152 concerning the implementation implementation of the plan for the gradual introduction of Amazigh language teaching in primary schools for the 2024/2025 and 2025/2026 school years ».
Thus, the letter also underlines the need to ensure, when developing the timetables of teachers specialized in the Amazigh language, to designate a specialized teacher for each primary establishment not providing of Amazigh language courses, and with more than 300 students, in accordance with ministerial note 2024/152.
-Not only that, the same missive highlights the importance of properly organizing the distribution of classes according to the school timetable, ensuring that at least eight classes are allocated to the teaching of the Amazigh language, according to the educational structure specific to each establishment.
Concerning the method of teaching the Amazigh language, it is specified that each class must benefit from three hours per week of teaching the Amazigh language, in accordance with the primary school curriculum, version 2021.
Due to the lack of human resources in teaching the Amazigh language, the letter mentions the possibility of assigning a teacher to several establishments to complete the school timetable, according to an adapted timetable.
The document also insists on the obligation to include support sessions, school life activities and continuing training in the weekly timetable of teachers whose schedule does not cover all of normal hours. It is requested that these hours be used in accordance with a detailed program under the supervision of the inspector and the director of the establishment, in perfect harmony with the educational project of the establishment.
