The meteorological institute explains that “the precipitation observed in recent days has caused the Oise river and its upstream tributaries to react. A first flood wave has spread over the entire section, generating overflows in the Condren and Sempigny sectors A second flood wave following Wednesday’s precipitation accentuated the rise in levels.
