To combat the high cost of housing and the scarcity of land in Saint-Malo (Ille-et-Vilaine), the Malouin Cooperative Land (FCM), created in 2017, intends to facilitate access to property for all via real solidarity leases. , says BRS.

“Over the past two years, 102 BRS housing units have been delivered in the north of Ille-et-Vilaine. In the coming years, we will reach nearly 500 housing units in BRS,” explains Delphine Briand, president of the FCM.

What is BRS?

The BRS thus allows households with modest incomes to access property in an area where property prices are high.

To reduce the price per m2, the household becomes the owner of the building, but not the land for which it pays €1 per m2 of living space each month to the Solidarity Land Organization (OFS).

From 115,000 euros to 215,000 euros per apartment

In the concrete example of the Enjoy program, which has 23 BRS housing units in rue de la Désilles in Paramé, a T2 could be acquired from €115,000, a T3 for around €160,000 and a T4 in the surrounding area. of €215,000.

“The BRS is an anti-speculative tool”, underlines Patrick Sciberras, general manager of Keredes, because the resale of the property to future buyers must be done under conditions similar to those of the first buyer, with a controlled resale price and respect income ceilings for the Social Rental-Acquisition Loan (PSLA).

Interest in local businesses

The BRS is an asset for the local economy, because it allows workers to come and settle in the city where they work. It is also a legal way to curb the number of second residents. “The BRS is a response to the needs of local businesses who are struggling to keep employees who have difficulty finding local housing,” attests Mayor Gilles Lurton.

The elected official, who is also president of the Agglomeration, sets the objective of reaching “55% of social housing in construction projects”, which would thus make it possible to increase the proportion of main residents all year round. The BRS would fulfill its full role in this category of so-called social housing.
