The Climate and Resilience law of 2021 facing “thermal sieves”
Since the start of 2025, the Climate and Resilience law prohibits the rental of housing classified G in the energy performance diagnosis (DPE), also called “thermal strainers”.
These homes, which are particularly energy-intensive, are now considered indecent. This measure concerns new rental contracts as well as those in progress at the time of their renewal or tacit renewal.
However, this regulation poses a financial challenge for many owners. According to a study by the start-up Ithaca, the average cost of renovating an energy sieve in Paris without aid reaches 39,000 euros.
The MaPrime Rénov' system: support for energy renovation
To respond to the challenges of energy renovation, the State set up the MaPrimeRénov' system in 2020, a financial assistance dedicated to improving the energy performance of housing. This system is aimed at owner-occupiers, landlords and tenants of main residences, provided that the accommodation was built at least 15 years ago.
MaPrimeRénov' offers three adapted courses: the Journey by gesturewhich finances targeted work such as insulation or replacement of heating; the accompanied journeydesigned for global renovation projects; And the Co-ownership Coursefor work in common areas.
Although aid is reduced, the route by gesture is maintained until 2025even for accommodation classified F and G.
The “Denormandie” system and local aid for energy renovation
The “Denormandie” system allows landlords toobtain a tax reduction when they invest in the renovation of an old property with a view to renting it out.
This system aims to encourage the revitalization of run-down city centers and improve the quality of housing offered for rental. To benefit from it, several conditions must be respected : the property must be located in an eligible municipality, such as those in the Action Cœur de Ville program or in strong need of rehabilitation.
The minimum rental period must be 6, 9 or 12 yearsand the work carried out must represent at least 25% of the total cost of the operation. In addition, some municipalities offer local aid or property tax exemptions for energy renovation work, available via ANIL.
