Several residents living on rue Jules-Cayaux in Saint-André-de-l'Eure were present during the municipal council meeting on December 11, during which the issue of building social housing on the Cochery wasteland was on the agenda.

“The building permit application from SAIEM Agire reveals a construction almost 10 meters high, just 7.40 meters from our fence, with windows directly onto our land. It makes us lose enjoyment, sunshine, loss of view and brightness, not to mention a significant financial loss,” writes Catherine Le Metayer.

The owner claims to have been informed of this project only last September, “without prior consultation”.

The construction project was, however, presented to the municipal council on December 22, 2023. Representatives of SAIEM Agire then came to present their file, “a well thought out and well designed project, which will take into account the existing environment. We are going to bring life and flow to this site, maintaining smooth traffic and taking into account local residents,” declared Jérôme Leguerney, the company’s director.

An argument which is obviously not to the complainant's taste. “The mayor lied to the residents of rue Jules-Cayaux, by claiming to have consulted with us on this project. He did not even dare to say publicly that the building permit had been accepted on December 9, 2024,” continues Catherine Le Metayer, adding that she will firmly oppose this project by all means.

On the side of the municipality, the mayor Franck Bernard recalls the interest of the project and the obligation for the municipality to create social housing: “It is a small intergenerational program and we have a lot of requests from elderly people to integrate this housing. I received Mme The Metayer three times with my deputies to give him the explanations. It is a project which dates from 2022 and, in addition to the town hall, the building permit has been validated by the Évreux Portes de Normandie agglomeration and by the State,” he explains.

When questioned, EPN services specified “that a residential building project does not fall into the category of projects which justify a public inquiry”.
