Follow the Marne
The project was a dream: XXL film studios were to be set up in Bailly-Romainvilliers, in Seine-et-Marne. Twelve stages, two of which are 5,000 m2 unique in France, 15,000 m2 of set and costume manufacturing workshops… The ambitious “Bailly Studios” were thus part of the major national plan to make France a European leader in terms of filming. After the announcement, with great fanfare in July 2023, everything seemed well underway and yet… the project will not take place.
Not in this version anyway. The information, initially published in the middle of August, was republished in the town's municipal newspaper in November 2024. In a press release, the public developer, EpaFrance, announced that it had decided to “not not give favorable follow-up to the continuation of the studies of the project presented in consultation”. Because yes, the project had advanced to the public consultation stage which was completed at the beginning of 2024.
Stakeholders at odds
The reasons for this unexpected reversal remain a little blurry. The press release simply indicates that following the consultation “it turned out that the partners of the Cinopia company no longer intended to develop the project together”. A disagreement visibly opposed the two parties since then, “two projects were then redefined, carried out respectively, and separately, by stakeholders in the initial project”.
But in the end, nothing came of it. Thanking the residents for their participation in the consultation, the developer then announced:
The teams will continue work to design, in a concerted manner, a new development project, taking into account the lessons learned and expectations expressed during this dialogue phase.

Contacted, Anne Gbiorczyk, mayor of Bailly-Romainvilliers, confirms. “It’s a shame, it was a project that was well advanced and which, in the end, ended up falling apart”she regrets. For the town, the Bailly studios promised to create nearly 300 permanent jobs and significant economic attractiveness.
But nothing is buried: “A slightly less substantial V2 is under discussion but nothing has been decided”specifies the mayor, for whom the important thing was above all that “everyone could express themselves during the consultation”. This XXL project must, in version 1 or 2, be located in the hamlet of Bailly, a bucolic corner of the town. “It’s the life of Va d’Europe, it happens,” concludes the councilor.
Contacted, the developer promises to come back in more detail on the new project once it is more advanced.
