Assessment and outlook for 2025

The National Agency for the Regulation of Cannabis Activities (ANRAC) presented, Thursday in Rabat, the technical and financial achievements of the 2024 financial year as well as the action program planned for the 2025 campaign during its board of directors meeting. .

Monitoring and control operations carried out by ANRAC throughout 2024 have confirmed that all cannabis-related activities undertaken by farmers and operators comply with the regulatory provisions in force. This compliance reflects the commitment of stakeholders to operate within a legal and structuring framework, thus promoting the development of the sector.

During 2024, several measures have been taken to respond to the growing enthusiasm of farmers for this promising sector. Among these, the establishment of regulatory procedures for the use of the local variety of “Beldia” seeds made it possible to regulate cultivation activities. At the same time, financing offers have been mobilized to support small farmers. On the international level, prospecting missions have been organized to promote Moroccan products made from legal cannabis.

ANRAC also recorded a significant increase in authorizations issued, going from 430 in 2023 to 3,371 in 2024. These authorizations cover various activities related to cannabis. Among them, 3,056 authorizations were granted to 2,907 farmers for cultivation and production. In addition, 315 authorizations were granted to 158 operators, including processing, marketing, export, import of seeds, transport, as well as the creation and operation of nurseries. These 158 operators include 35 cooperatives, 87 companies and 36 individuals.

In terms of production, the 2024 campaign made it possible to plant 2,169 hectares of legal cannabis by 2,647 farmers grouped within 189 cooperatives. Among these areas, 1,701 hectares were devoted to the local variety “Beldia” and 468 hectares to imported varieties. Total production reached 4,082.4 tonnes, with an average yield of 20 quintals per hectare. More specifically, the “Beldia” variety produced 2,786.7 tonnes with a yield of 17 quintals per hectare, while the imported varieties generated 1,295.7 tonnes with an average yield of 28 quintals per hectare.

ANRAC also played an essential role in the certification and importation of seeds. In 2024, 7.6 million seeds will have been certified through 30 authorizations granted by the National Food Safety Office (ONSSA). In addition, 1,717 quintals of “Beldia” seeds were authorized for use by 112 cooperatives, thus guaranteeing a consistent supply adapted to the needs of producers.

For the 2025 campaign, ANRAC is committed to strengthening the achievements of 2024 and promoting a legal framework ensuring the security and enhancement of farmers’ activities. It also intends to optimize the conditions of access for operators to international markets. By contributing to the socio-economic development of the areas affected by this regulation, the Agency hopes to sustainably structure the legal cannabis sector in Morocco.
