The day after a march in Avignon on the occasion of International Migrants’ Day, the Rosmerta association was caught up by the news of “ dysfunctions of child welfare (ASE)”, according to Guigou Chenevier, one of the representatives of this association which supports and accommodates migrants, particularly minors. This Thursday, Rosmerta’s lawyer went to the ASE headquarters in Avignon so that this departmental service could take charge of three young Guineans.
« The children’s judges recently ordered their placement in educational assistance until they reach the age of majority, but on 17 December, the ASE refused to welcome them », deplores Rosmerta. Contacted, the departmental council maintains the opposite: “ These three young people were assessed as adults, they do not have passports. We appealed the first judgment, so we will not take thems”, evacuates the community. Sure of her rights, Rosmerta lines up behind the « decision of the judges who recognize, on the one hand, all the elements provided which establish the minority of each young person and, on the other hand, the situation of isolation and danger for these children on French territory ».
The appeal to the prefect
In the past, the Department was even able to see Rosmerta as an ally, highlighting the fact that unaccompanied minors were not in danger because they were hosted by the association… ” A fallacious argument », notes Guigou Chenevier, quite annoyed by this attitude. “ While the Department would like to relieve itself of its responsibilities, the children’s judges consider that the support offered by the Rosmerta association does not constitute an alternative to institutional care by the departmental council », underlines the association in the case of the three Guineans.
Last year, saying they were overwhelmed, the Department’s services suspended the reception of unaccompanied minors at the end of November, provoking strong reactions. “ We want to put pressure on so that the law is applied. We met with the prefect at the end of November to explain the shortcomings in support. has also to force the Department to enforce the law », Supports Guigou Chenevier who, however, has few illusions, given the profile and recent outbursts of the former – and perhaps still – Minister of the Interior.
